RESOLUTION AUTHORIZING PARTICIPATION IN
THE RIVER COUNTRY RESOURCE CONSERVATION
AND DEVELOPMENT COUNCIL

St. Croix County, Wisconsin
WHEREAS, the Resource Conversation and Development Program is a program of the
United States Department of Agriculture (USDA) to promote and facilitate the wise use
of natural, human and economic resources; and
WHEREAS, River Country Resource and Development (RC & D) Council, Inc. serves
12 counties in western Wisconsin, including St. Croix County; and
WHEREAS, St. Croix County is an active and participating member of the RC & D
Council; and
WHEREAS, the St. Croix County Board of Supervisors Rules and By -Laws do not
identify this organization or the County's participation in it; and
WHEREAS, the bylaws of the RC & D Council requires that each participating county
choose a member from its local land and water conservation committee and an at -large
citizen member to serve on the RC & D Council; and
WHEREAS, it has been the practice of the chairperson of the St. Croix County Land and
Water Conservation Committee (LWCC) to appoint a County Board supervisor from the
LWCC to serve on the RC & D Council and also to recommend a citizen representative
from the County to serve on the RC & D Council to the County Board Chair for
appointment: and
WHEREAS, the citizen member appointed by the County Board Chair has been treated
as eligible for reimbursement under Article VI, Section C.5. of the Board of Supervisors
Rules and By -Laws.
THEREFORE, be it resolved that St. Croix County Board of Supervisors formally
recognizes the County's participation in the River Country Resource and Development
(RC & D) Council and directs that the St. Croix County Board of Supervisors Rules and
By -Laws to be amended as follows:
Article IV, Section D, is amended by adding subsection 8, which shall read:
8. River Country Resource and Development Council 1 supervisor member
Parent Committee: Land and Water Conservation Committee of the Land and
Water Conservation
The citizen member is entitled to reimbursement under Committee and 1
Article VI, Section C.5. citizen member
recommended by the
chair of the Land and
Water Conservation
Committee and
appointed by the
County Board Chair.
Offered by the Land and Water Conservation Committee and the Administration
Committee on April 1, 2004.
