WISCONSIN DEPARTMENT OF TRANSPORTATION TO
RECONFIGURE INTERSECTION

WHEREAS, State Trunk Highway 64 (STH 64) is being relocated and reconstructed
between Houlton and the city of New Richmond; and
WHEREAS, a portion of the southeast corner of County land in the city of New
Richmond known as the "County Farm" has been acquired by the State of Wisconsin for
a portion of new STH 64; and
WHEREAS, as a result of relocating new STH 64, a portion of County Trunk Highway K
(CTH K) has to be relocated; and
WHEREAS, the State's initial design provided that the new portion of CTH K would
loop in a northeasterly direction just east of the County Health Center buildings and then
back to the south to intersect with new STH 64; and
WHEREAS, on April 1, 2004 the Board of Supervisors approved a resolution endorsing a
reconfigured intersection eliminating the loop; and
WHEREAS, the reconfigured intersection would provide access to the County Farm
property should that property be sold and/or developed in the future; the cost and ease of
constructing the reconfigured intersection as part of the STH 64 project would be less
expensive and easier to construct than to reconfigure later; and
WHEREAS, the nature of the work, estimated costs, and terms and conditions are shown
on the attached agreement.
THEREFORE, be it resolved by the St. Croix County Board of Supervisors that it
approves the attached agreement with the Wisconsin Department of Transportation for
reconfiguring the STH 64 — CTH K intersection.

HIGHWAY IMPROVEMENT PROJECT Limits: Town of Star Prairie
STH 64 Bypass & CTH K Intersection
County: St. Croix County
The signatory city, village, town, or county, hereinafter called the Municipality, through its undersigned duly
authorized officers or officials, hereby requests the State of Wisconsin Department of Transportation, hereinafter
called the State, to initiate and effect the highway or street improvement hereinafter described.
The authority for the Municipality to enter into this agreement with the State is provided by Section 86.25(1)
and (2) of the Statutes.
NEEDS AND ESTIMATE SUMMARY:
Existing Facility - Describe and give reason for request:
Currently, existing STH 64 passes through the downtown of the City of New Richmond and the present
intersection between STH 64 and CTH K is in the urban area of New Richmond. New STH 64 will bypass the
downtown area of the City of New Richmond to the north and the future intersection of CTH K and STH 64 will be
west of New Richmond, near the County Farm and County Health Center. With the high probability of development
in the area adjacent to the proposed STH 64 /CTH K intersection, the County would like to have the intersection of
STH 64 /CTH K redesigned to allow for greater traffic capacity and development in the future. Additionally, the
altered CTH K intersection will support future internal roads proposed by the County.
Proposed Improvement - Nature of work:
This Municipal Agreement concerns only the intersection of CTH K and STH 64. The specific items of concern are
scope of intersection redesign, additional costs of proposed redesign, additional costs of proposed intersection and
roadway construction, and right of way to construct the intersection:
CTH K will be redesigned to include a median, larger turn lanes, and altered geometrics. See the attached
drawing to see the specific changes.
WisDOT Designers will perform the design of the intersection
St. Croix County will provide all necessary right of way easements and permits free of charge to the State for
the purpose of construction of the CTH K intersection as proposed by the County.
Describe non - participating work included in the project and other work necessary to finish the project
completely which will be undertaken independently by the municipality:
The municipality is not completing any work relating to this project and independent of this project, all utility
alterations, additions, and adjustments will be included in the STH 64 roadway contract.

This request is subject to the terms and conditions that follow and is made by the undersigned under proper authority
to make such request for the designated Municipality and upon acceptance by the State shall constitute agreement
between the Municipality and the State.

TERMS AND CONDITIONS:
1. The initiation and accomplishment of the improvement will be subject to the applicable Federal and
State regulations
2. The municipality will pay to the State all costs incurred by the State in connection with the
improvement which exceed Federal/State financing commitments or are ineligible for Federal/State
financi
3. Funding of each project phase (preliminary engineering, real estate, construction, and other) is
subject to inclusion in an approved program. Federal aid and/or State transportation fund financing
will be limited to participation in the costs of the following items as specified in the estimate
summary:
(a) Preliminary Engineering.
(b) Real Estate.
(c) The grading, base course, concrete pavement and curb & gutter.
(d) Catch basins and inlets for surface water drainage of the improvement, with connections to
the storm sewer main.
(e) Construction engineering incident to inspection and supervision of actual construction work,
except for inspection, staking, and testing of sanitary sewer and water main.
(f) Signing and pavement marking, including detour routes.
5. As the work progresses, the Municipality will be billed for work completed which is not chargeable to
Federal/State funds. Upon completion of the project, a final audit will be made to determine the final
division of costs.
6. If the Municipality should withdraw the project, it will reimburse the State for any costs incurred by
the State in behalf of the project.
7. The work will be administered by the State and may include items not eligible for Federal/State
participation.
8. Basis for local participation:
The County share for the work on STH 64 and CTH K is based on a percentage local cost share
percentage of 38 %. Reimbursement shall be for actual costs of the construction items,
construction engineering, and contingencies. All preliminary design engineering expenses shall
be paid as a lump sum based upon 38% local cost share of estimated preliminary design costs.
