RESOLUTION TO CONSOLIDATE THE PLANNING
DEPARTMENT AND ZONING DEPARTMENT
RESOLUTION NO. d<3 0-6
St. Croix County, Wisconsin
WHEREAS, Zoning Administrator Steve Fisher resigned in February, 2004 and the
Planning and Zoning Committee determined that it would evaluate a consolidation of the
Zoning Department and the Planning Department; and
WHEREAS, in May, 2004 the Planning and Zoning Committee concluded that
consolidating the Zoning Department and the Planning Department was advisable for the
following reasons:
a. Increased efficiencies through common purchasing and sharing of equipment,
operating supplies and outside services.
b. Greater opportunities and likelihood of sharing and backing up staff between
program areas under one unified management structure.
c. Better communication between County Board, Planning and Zoning
Committee, administration and staff through a streamlined management
structure.
d. More opportunity and likelihood of integrating program areas where there is
shared or overlapping responsibilities, such as subdivision review,
comprehensive plan and ordinance development, waste regulation, and land
information system management.
e. Improved staff supervision through greater and more regular communication
between supervisor and subordinates.
f. A more unified approach to addressing land use and development issues.
; and
WHEREAS, the Planning and Zoning Committee proposes that:
1. The Zoning Department and the Planning Department be consolidated into the
Planning and Zoning Department.
2. The positions of Zoning Administrator and Director of Planning/Land
Information Officer be eliminated.
3. The position of Planning and Zoning Director be created.
4. No other supervisory positions be retained or created.
; and
WHEREAS, the Personnel Committee has reviewed and approved the job description for
Planning and Zoning Director and the Finance Committee has reviewed and accepted the
consolidation relating to financial impact.
THEREFORE, be it resolved that the St. Croix County Board of Supervisors approves
the consolidation of the Zoning Department and the Planning Department and hereby
creates the St. Croix County Planning and Zoning Department.
FURTHER, be it resolved that the position of Planning and Zoning Director is hereby
created and the positions of Zoning Administrator and Director of Planning/Land
Information Officer are eliminated.
FURTHER, be it resolved that the St. Croix County Board of Supervisors Rules and
Bylaws be amended to reflect these changes.

RESOLUTION REQUESTING SUPPORT FOR STATE LEGISLATION
AUTHORIZING TRANSFER OF DEVELOPMENT RIGHTS
RESOLUTION NO. )L)
St. Croix County
WHEREAS, St. Croix County has adopted a County Development Plan under
Wisconsin Statutes 59.69(3); and
WHEREAS, the Implementation Program of the County Development Plan
recommends consideration of transfer of development rights policies; and
WHEREAS, several communities in St. Croix County have expressed interest in
adding transfer of development rights to the available land use policies for managing growth
and development; and
WHEREAS, Wisconsin law does not currently grant clear authority for transfer of
development rights policies.
NOW, THEREFORE, BE IT RESOLVED that the St. Croix County Board of
Supervisors requests that the Governor and Legislature enact state legislation to authorize
counties and local units of government to adopt transfer of development rights policies.
