CROIX COUNTY CODE OF ORDINANCES: REPEAL OF CHAPTER 15 AND CREATION OF CHAPTER 12; REPEAL OF CHAPTER 18 AND CREATION OF CHAPTER 13; AND AMENDMENTS TO CHAPTER 17 Ordinance No. St. Croix County, Wisconsin The St. Croix County Board of Supervisors does ordain as follows: WHEREAS, the St. Croix County Board of Supervisors adopted the St. Croix County Development Management Plan under section 59.69 (3), Wisconsin Statutes, in March 2000; and WHEREAS, the St. Croix County Development Management Plan includes several recommendations for authorizing and encouraging conservation design development; and WHEREAS, the authorization and implementation of conservation design development requires amendments to the County's Sanitary Ordinance (Chapter 15), Subdivision Ordinance (Chapter 18) and Zoning Ordinance (Chapter 17); and WHEREAS, none of these ordinances has been substantially revised since 1991, and they need to be updated to conform to several governing state statutes and administrative codes; and WHEREAS, the Planning and Zoning Committee and related County departments have identified other needed amendments based on their ongoing administration of the ordinances. THEREFORE, Chapter 15, Sanitary Code, is hereby repealed and the attached "County Board Draft" of Chapter 12, Sanitary Ordinance, dated August 4, 2004, is hereby enacted as Chapter 12, Sanitary Ordinance, of the St. Croix County Code of Ordinances; and THEREFORE, Chapter 18, Subdivision Ordinance, is hereby repealed and the attached "County Board Draft" of Chapter 13, Land Division Ordinance, dated August 4, 2004, is hereby enacted as Chapter 13, Land Division Ordinance, of the St. Croix County Code of Ordinances; and THEREFORE, Chapter 17, Zoning Ordinance, of the St. Croix County Code of Ordinances is hereby amended to include the attached "County Board Draft" of Zoning Ordinance Amendments dated August 4, 2004; and These new enactments and ordinance amendments shall take effect on October 27, 2004. "_. � ' �, ' —° Hudson, WI 54016 -7710 - (715) 386 -4605 FAX (715) 381 -4400 MEMORANDUM Date: August 11, 2004 To: County Board Supervisors From: Jan Zoerb, Chairperson Planning and Zoning C ee Subject: Adoption Ordinance for Land Use Ordinance Amendments Attached is the adopting ordinance for the three County Land Use Ordinances to be considered by the County Board at the August 17 meeting. All of the proposed ordinances and related summaries were distributed to County Board Supervisors last Friday in a separate mailing. The adopting ordinance provides for some numbering changes for two of the ordinances within the overall County Code of Ordinances. These changes have been made in cooperation with Corporation Counsel. One of the issues of greatest concern for some town officials has been some of the proposed road standards, particularly the standards for roads in conservation design subdivisions. We have made some adjustments to these standards. Planning and Zoning staff used the review and recommendations of the County Highway Engineer and did additional research on road standards in relation to emergency vehicle access. The proposed road standards are within professional practice standards used by WisDOT, which rely on national road standards and accommodate emergency vehicles and school buses. The proposed road standards are also consistent with standards or policies recommended by the National Fire Protection Association and Wisconsin Department of Commerce Division of Safety and Buildings. The proposed ordinances also provide that we will use any standards adopted by a respective town. Thank you for your review and consideration.
