RESOLUTION NO.O( 5"(atloo)
St. Croix County, Wisconsin
WHEREAS, resolutions previously adopted and an ordinance previously enacted on April 1,
2004 made amendment of the St. Croix County Board of Supervisors Rules and Bylaws
necessary; and
WHEREAS, many of the necessary amendments to the Rules and Bylaws were called for in the
resolutions previously adopted and the ordinance previously enacted, but some were not; and
WHEREAS, the following amendments not called for were nonetheless incorporated into the
revised Rules and Bylaws dated April 16, 2004 because they are technical in nature and to avoid
the inefficiency of publishing another revision of the Rules and Bylaws:
1. Article I, Name and Address, the following sentence was added, "On April 1, 2004 it was
established as a self - organized county pursuant to Wisconsin Statutes sec. 59.10(intro)."

2. Article IV, Section D. 5., the name of the committee for the Willow River Rehabilitation
District, the Bass Lake Rehabilitation District, and the Fair Board was changed from the
Resource and Education Committee to the Agriculture and Extension Committee.

3. Article IV, Section D. 8., added the italicized language to this sentence: The citizen
member is entitled to reimbursement under Article VI, Section C. 5. and expense
reimbursement under Article II, Section D. [Resolution No. 10 (2004)]
; and
WHEREAS, additional amendments to the Rules and Bylaws are recommended by the
Administration Committee:
A. Change all "Sec." To " §" for document format consistency. (Article I, Article II Section
E, Article IV Section C. 1., Article IV Section D. 2. & 9., Article V Section A. 1. & 2.,
Article V Section B. 7., Article VI Section B. 9.b.(4) & (6)(d), Addendum — Agriculture
and Extension Committee, Land and Water Conservation Committee, and Emergency
Management and Communications Committee.)
B. Change old statute numbers to current statute numbers. [Article II Section E. -
§59.03(3)(e) to §59.10(3)(e); Article V Section A. 1. - §59.04(2) to §59.11(2) & §59.04
to §59.11; Article V Section B. 7. - §59.17 to §59.23(2).]
C. Article I add ( ") after Wisconsin.
D. Change "Human Services Board" to "Health and Human Services Board" throughout
document. (Article IV Section A. 3.b., Article IV Section D. 1., Addendum — Human
Services Board.
E. Article IV, Committees, Section A. 3. c, Human Services Board, be amended as follows:
• Change "Human Services Board" to "Health and Human Services Board."
• Add "The 3 citizen members shall be appointed pursuant to the criteria contained in the
Health and Human Services Board Rules and Bylaws. All members of the Health and
Human Services Board shall be approved by the County Board."
F. Article IV, Section C., Board of Adjustment, paragraph 2, second sentence, be amended
to read as follows: "The Chair of the County Board shall appoint the members with the
approval of the County Board for terms of 3 years beginning on the date of the first
Board of Adjustment meeting following County Board approval."
G. Amend Article IV, Section D., introductory paragraph to read as follows:
Subcommittees, Organizations and Agencies. The following subcommittees,
organizations and agencies shall have County Board supervisor representation and shall
have access to the County Board through a contact committee as indicated. So far as
practical, the supervisor representative shall be a member of the contact committee.
H. Article IV, Section D., change throughout "Parent Committee" to "Contact Committee."
I. Article IV, Section D. 5., add "Squaw Lake Rehabilitation District — 1 supervisor,"
remove "Fair Board," and change Contact Committee to "Land and Water Conservation."
J. Article IV, Section D.6., change to "Fair Board — 3 supervisors, Contact Committee —
Agriculture and Extension."
K. Article IV, Section D. 9. last paragraph fix typo (Article IV should be Article VI).
L. Article IV, Section D.B. — In description of Contact Committee, remove "Committee."
M. Article IV, Section D. 6., 7., 8. and 9. — renumber to 7., 8., 9. and 10. respectively.
N. Article IV, Section E. Add title "Special or Ad -hoc Committee." For document format
consistency.
O. Article V, Section B. 3. be amended to read as follows:

Q. Article VI — add "Section E. Review of Department and Committee Structure. When a
department head vacancy occurs, the potential for improving County government by
modifying the position description and/or the organization of the department and
committee shall be considered. The Administration Committee shall designate the
committees that are to consider the possibilities and write a report.
R. Addendum, Administration Committee — Add on third line after "County" ", performs
department and committee structure reviews under Article VI, Section E."
S. Addendum, Health & Human Services Board description: Remove Ch. 45 (Veterans'
Affairs, Benefits and Memorials.)
T. Addendum, Health & Human Services Board description: Change Ch. 141 to 251 (Ch.
141 was repealed in 1993 and Ch. 251 was created to replace it).
THEREFORE, be it resolved by the St. Croix County Board of Supervisors that the amendments
to the Board of Supervisors Rules and Bylaws shown above are hereby approved and that the
Rules and Bylaws be changed accordingly.

COUNTY BOARD RULES AND BYLAWS — PROPOSED CHANGES — SEPTEMBER, 2004
ARTICLE I
The name of the municipal corporation is "St. Croix County, Wisconsin.' On April 1, 2004 it was established as a
self - organized county pursuant to Wisconsin Statutes sec. §59.10 (intro). Its principal office is located at 1101
Carmichael Road, Hudson, Wisconsin.
ARTICLE II
Section E. Vacancies. Vacancies on the County Board shall be filled by a person appointed by the County
Board Chair and confirmed by a majority vote of the County Board as provided in e 459.0310(3)(e), Wisconsin 1
Statutes.
ARTICLE III
No Changes.
ARTICLE IV
Section A. 3. b. & c.

The 3 citizen members shall be appointed pursuant to the criteria

Rules and Bylaws. All members of the Health and Human
Services Board shall be approved by the County Board.
Section C. 1. & 2.
1. A Board of Adjustment is established pursuant to Wisconsin Statutes sec. § The Board of
Adjustment shall have the powers and duties granted to it by the St. Croix County Zoning Code to hear and
decide:
a. Appeals of administrative decisions relating to zoning.
b. Applications for special exception (conditional use) permits.
c. Applications for variances.
2. The Board of Adjustment shall consist of 5 members — 3 County Board supervisors and 2 citizens. The
Chair of the County Board shall appoint the members with the approval of the County Board for terms of 3
years beginning on May 1.the date of the first Board of Adjustment meeting following County Boar
approval. The terms shall be staggered so that one or two terms expire every year.

Section E. Special or Ad -hoc Committees. The Board may establish special or ad -hoc committees for special
purposes and limited duration.

ARTICLE V
Section A. 1. & 2.
1. Regular Meeting Date and Time. The Board of Supervisors shall meet the third Tuesday of each month,
except no regular meetings are scheduled for February or July. The meeting shall begin at nine o'clock a.m.
or seven o'clock p.m. unless otherwise designated by the Chair. Special Meetings. Special meetings may be
called in accordance with sec. 159.8411(2), Wisconsin Statutes. Annual Meeting. The annual meeting o
the Board of Supervisors, as required by seer - 159.8411, Wisconsin Statutes, shall be held as part of th
regular session in October.
2. All business to come before the Board shall be submitted to and mailed by the County Clerk not less than 10
days prior to each meeting of the Board. Matters of urgency arising after the preliminary agenda has been
mailed to supervisors may be added to the agenda at the discretion of the County Board Chair and the Chair
of the Administration Committee. Notice of these additional items and the exact wording of the motion,
resolution or ordinance will be mailed to the supervisors as soon as practical, but not later than the Friday
prior to the County Board meeting. A final agenda will be available the day of the County Board meeting.
Any item of business to come before the Board that is not on the agenda, may be considered by the Board
after being placed on the agenda by a majority and may be acted upon if there has been compliance with the
Wisconsin open meeting requirements of sec. §19.85, Wisconsin Statutes.

7. Minutes of the Board shall be kept in accordance with sec. §59.4- 23(2), Wisconsin Statutes. Minutes shall
be transcribed within seven (7) days of the Board meeting and sent to each supervisor for approval. Each
supervisor may request an addition or correction thereto. Should written objection not be received by the
County Clerk within fourteen (14) days from the last day of the Board session, the minutes are to be
released for publication.

ARTICLE VI
Section B. 9. b.(4) & (6)(d)
(4) Following receipt of a verified complaint, conduct an investigation with respect
to the alleged violation of the code of ethics. Written notice of the investigation
shall be given to the accused supervisor before commencing the investigation.
The notice shall state the exact nature and purpose of the investigation, the
supervisor's specific action or activities to be investigated and a statement of such
person's due process rights. The Ethics Board shall have the power to compel the
attendance of witnesses and to issue subpoenas granted other boards and
commissions under sec. 085.01(3), Wisconsin Statutes.
(d) Refer the matter to the District Attorney to commence enforcement
proceedings pursuant to sec. §19.59, Wisconsin Statutes.
Section E. Review of Department and Committee Structure. When a department head vacancy occurs, the potential
for improving County government by modifying the position description and/or the organization of the depaitnient
and committee shall be considered. The Administration Committee shall designate the committees that are to
consider the possibilities and write a report.
ARTICLE VII
No Changes.
ADDENDUM
Administration Committee
Responsible for County Board rules and by -laws, monitors State legislative and administrative activity affecting the
County, proposes legislation or action on pending legislation affecting the County, prforms department and
committee structure reviews under Article VI, Section E. considers any other matter not specifically delegated to
another committee. Veterans Service Officer shall report to this committee for budget and other purposes.
Finance Committee
Responsible for initiating policy on, and review of, all fiscal matters, including development of the annual County
operating budget. Approval of county audit report; reviews county investments; reviews and audits county insurance
policies and bonding; manages the annual contingency fund; reviews on a monthly basis the report of the Finance
Department on all monthly bills from county offices except Highway and Health and Human Services; approves or
denies legal claims made against the county; reviews per diem and mileage for all committees, commissions, boards
or councils. Controls all matters relating to construction, building improvements, repair or maintenance not
specifically delegated to other committees. Responsible for policy direction to the following depai talents:
Administrative Coordinator, Corporation Counsel, Finance, County Clerk, Clerk of Court, Treasurer, Computer
Services, and Maintenance.

Health and Human Services Board I
Responsible for developing policy and authorizing direction for all Health and Human Services controlled by Ch.
46, 48, 49, 51, 55, 141251 and 880, Wisconsin Statutes. In addition, the Board is responsible for: policy direct n
for Home Care and County Nursing Home; reviews the audit of bills and vouchers that relate to the above
depaitinents; and the buildings and grounds of the Health and Human Services CenterDepartment in New Richmo4d,
and farm land and related buildings.
Agriculture and Extension Committee
Responsible for the development of educational programs and services and the provision of technical assistance to St.
Croix County residents through University Extension pursuant to Wisconsin Statutes s ec. 09.56(3).
Land and Water Conservation Committee
Responsible for policy development and budget management for the Land and Water Conservation Department,
pursuant to Wisconsin Statutes cec. §59.70(20) and ch. 92, and the St. Croix County parks system and Parks I
Department.
Emergency Management and Communications Committee
Responsible for completing, reviewing, updating and implementing an emergency management program consistent
with the State emergency management plan. Responsible for developing and maintaining an operational plan and
procedures for an integrated and coordinated public safety communications system, overseeing a central
communications facility and performing other related duties required by state law. Constitutes the elected state and
local officials component of the local emergency planning committee (LEPC) required by the federal "Superfund"
laws and Wisconsin Statutes sec. 09.54(8). Responsible for presenting and supervising an annual budget for the I
LEPC. Responsible for policy direction of the Emergency Management Department and the Emergency
Communications Center.
