RESOLUTION ENDORSING HUBER FACILITY EXPANSION AND
DIRECTING DEVELOPMENT OF FINAL PLANS FOR HUBER FACILITY
EXPANSION BASED ON PROJECT CONCEPT REPORT

ST. CROIX COUNTY, WISCONSIN
WHEREAS, the number of persons convicted of crimes and sentenced to serve
time in the St. Croix County jail under the work release (Huber) guidelines is increasing,
up from 16 per day in 1997 to 25 per day in 2002; and
WHEREAS, the number of persons to be sentenced to the Huber facility is greater
than the Huber facility's capacity, resulting in circuit court judges currently delaying
sentencing for 4 -1/2 months, creating a risk to the public safety. In 2002, the number of
persons waiting to be sentenced ranged between 21 and 41 persons per month, and
averaging 31 persons per month; and
WHEREAS, the Public Protection Committee and Sheriff have studied options to
reduce this backlog, including: the use of in -home monitoring of prisoners; contracted
placement of Huber inmates in other counties; sharing a new facility with another county;
and expansion of the existing Huber facility; and
WHEREAS, the Public Protection Committee, in consultation with the Sheriff, Jail
Captain and the circuit court judges, concluded that the best solution is to expand the
County's existing Huber facility, for the following reasons:
1. In -home monitoring does not allow satisfactory supervision of a convicted
person, particularly for alcohol related crimes:
2. Contracting with other counties to take Huber inmates removes most
convicted persons from their current employment and can add to family stress
and dysfunction; and
3. Sharing a new, separate facility with another county would result in higher
construction and operating costs; and
WHEREAS, the Public Protection Committee, with funding support from the Finance
Committee, did authorize the architectural firm of Ayres Associates to develop a concept
drawing and cost estimate of a Huber facility expansion, resulting in a concept and
budget being presented to it in March, 2002; and
WHEREAS, in addition to studying the issue relating to Huber inmates, the Public
Protection Committee also looked at other potential future issues, including a multi -story
facility, a basement for future expansion or storage, a shooting range and expansion of
the jail; and

WHEREAS, the Public Protection Committee concluded that proceeding only with an
expansion of the Huber facility at this time best meets its foreseeable future needs; and
WHEREAS, the proposed Huber facility will increase capacity from 32 beds to 80
beds (the addition will have 56 beds; 8 beds are lost from the existing facility due to
reconfiguring the existing facility during construction).
THEREFORE, be it resolved by the St. Croix County Board of Supervisors that the
March, 2002 concept and budget report is the best option to meet the foreseeable future
needs of St. Croix County relating to Huber inmates and the other issues studied by the
Public Protection Committee;
FURTHER, be it resolved that the Huber Building Committee negotiate an
architectural services agreement and the Finance Committee approve a method of
payment of the agreement with Ayres Associates for a schematic design, final design,
construction documents, bidding and construction oversight, and that the agreement be
signed by the Chair of the Board of Supervisors, the County Clerk and the Administrative
Coordinator;
FURTHER, be it resolved that, upon execution of the architectural services
agreement with Ayres Associates, the ad hoc Huber Building Committee created by the
Board of Supervisors at its December 3, 2002 meeting, work with the architect in
developing the final design and cost estimate and make a report and recommendation to
the Board of Supervisors regarding the final design process and letting the project for
bids when appropriate, and make a recommendation to the Board of Supervisors at the
Board's May 2003 meeting to award the contract;
FURTHER, be it resolved that the Finance Committee present a financing plan for the
Huber facility expansion to the Board of Supervisors no later than the May, 2003 Board
meeting.
