TO FUND 911 SERVICE

St. Croix County, Wisconsin
WHEREAS, counties in Wisconsin are permitted to assess a monthly charge against
"regular" telephone customers to help telephone companies recoup the cost of providing 911
(emergency) service and providing the telephone number and address of the caller to the 911
center in the county; and
WHEREAS, the Federal Communications Commission (FCC) has mandated that cellular
telephone companies provide 911 caller services by providing to the 911 center the cell phone's
10 -digit telephone number and, ultimately, the location of the caller within 100 meters of the
caller; and
WHEREAS, cellular telephone companies have been reluctant to provide this service
because there is no financial assistance available to defray the cost of providing the service; and
WHEREAS, counties are not permitted to assess a charge on cellular telephone
customers for 911 service; and
WHEREAS, St. Croix County supports a charge on cellular telephone customers to fund
911 service.
THEREFORE, be it resolved that the St. Croix County Board of Supervisors supports
legislation providing a charge against cellular telephone customers to provide funds for 911
service provided by cellular telephone companies and for local 911 centers to purchase
equipment.
FURTHER, be it resolved that the County Clerk provide copies of this resolution to
Governor Doyle and the County's legislators.
