St. Croix County, Wisconsin
WHEREAS, the Wisconsin Legislature's Joint Finance Committee is proposing a freeze
on county tax levies for 2004, 2005 and 2006; and
WHEREAS, the proposal would limit the rate of increase to the levy to the percentage
change in the tax base due to new construction; and
WHEREAS, the proposal does not exempt amounts necessary to repay new debt; and
WHEREAS, reductions in state shared revenue payments are also contemplated in the
proposed state budget; and
WHEREAS, the state is not proposing any corresponding relief from unfunded state
mandates; and
WHEREAS, St. Croix County is experiencing a period of rapid growth and a
corresponding increase in demand for services, not due entirely to immigration.
THEREFORE, be it resolved that the St. Croix County Board of Supervisors opposes a
freeze on the county tax levy for 2004, 2005 and 2006;
FURHTER, be it resolved that a copy of this resolution be given to the members of-the
Wisconsin Legislature representing St. Croix County and to Governor Jim Doyle.
