ON LOCAL UNITS OF GOVERNMENT

St. Croix County, Wisconsin
WHEREAS, the Wisconsin Assembly has passed Assembly Bill 466, which imposes a
property tax freeze on local taxing jurisdictions in Wisconsin; and
WHEREAS, Wisconsin counties can be required by the State to create programs and
provide services, and can also be required to administer state programs on behalf of the
State; and
WHEREAS, counties receive financial support from the State, such as youth and family
aids, community aids, circuit court support grants, transportation aids, and shared
revenue; and
WHEREAS, state aids do not fully cover the cost of state programs or county programs
required by the state, therefore, counties assess property taxes to fund the remaining cost
of those programs and services; and
WHEREAS, state financial aids are being reduced to local taxing jurisdictions; and
WHEREAS, the St. Croix County Board of Supervisors believes that a reduction in state
financial aids combined with a local property tax freeze, without a corresponding
reduction in required programs or services, places local taxing districts in an untenable
position.
THEREFORE, be it resolved that the St. Croix County Board of Supervisors does firmly
oppose Assembly Bill 466, and its companion bill in the State Senate, which would
impose a property tax freeze on local units of taxation.
FURTHER, be it resolved that the St. Croix County Clerk is directed to send copies of
this resolution to the members of the Wisconsin legislature representing St. Croix
County, the Wisconsin Counties Association, and the County Clerk of each county in
Wisconsin.
