SUBMITTED BY: Debra Kathan, Personnel Director DATE: Sept. 13, 2001 COPIES TO: County Board Office, County Clerk, News Media, Notice Board, Committee Members X PERSONNEL COMMITTEE MEETING Date: September 19, 2001 Location: Government Center, Hudson The Personnel Committee meeting was called to order at 1 p.m. by Chairman Gerald Peterson. Members present: Peterson, Julie Speer, Mary Louise Olson, Art Jacobson, and Ralph Swenson. Also present: Debra Kathan and Chuck Whiting. Moved (Jacobson, Olson) and approved to accept the agenda as presented. Moved (Speer, Olson) and approved to accept the minutes of the August 22 Personnel Committee meeting. Moved ( Olson, Jacobson) and approved to accept the minutes of the August 29 Personnel Committee meeting. The next meeting was set for 8:30 a.m., October 16. Whiting updated the Committee on health insurance issues. He noted that the health insurance fund balance was at $388,830 including all charges to the fund through August. Account charges to the fund have averaged $350,000 per month and revenues to the fund have averaged $390,000 per month, leaving a balance in the fund of an additional $40,000 per month. He is actively working to set a formula for determining the monthly premium funding rate. Whiting noted that there were no increases in administrative charges from Preferred One for claim processing in the next year. There were increases in the cost of stop -loss premiums. The Committee unanimously recommends to the Finance Committee that it consider funding the health insurance premium to reflect 125% of anticipated usage for next year. The Personnel Department is reviewing the Personnel Handbook in hopes of getting an updated version on the Intra -net in the near future. Items for discussion at the next Committee meeting include Article 3, (Position Administration), Sections 7 -8 -10; Article 9 (Grievance and Appeal Procedures); and Article 12 (Employee Performance Evaluations). Discussion regarding the re- writing of job descriptions. It was noted that the state and federal governments place certain "minimum only" requirements on job descriptions and the County must remain in compliance with that intent. Further discussion regarding the role of the department head in writing and/or maintaining updated job descriptions. Swenson distributed a synopsis on Employee Evaluations from a session at the WCA conference. General discussion regarding the need for annual and on -going evaluations tied to job descriptions and value of service to the department or the County. There is an interest in incorporating a stronger goal- setting element into the current format. The Committee will look at performance evaluation issues at their next meeting. Copies of the picnic survey results were distributed. Most respondents indicated their interest in having the picnics continue in the same format.
