JOINT SURVEY COMMITTEE ON STATE MANDATES
AND FUNDING

St. Croix County, Wisconsin
WHEREAS, proposed Senate Bill 15 creates a joint survey committee on state mandates
to explore issues related to unfunded and underfunded mandates imposed by the state on
local units of government; and
WHEREAS the proposed legislation contains the following provisions, among other
things:
1. If the committee determines that a proposal will cost local units of
government money to comply, then the committee must introduce an
amendment to appropriate the necessary funding; and
2. If a proposal is passed which does not fully fund a mandate, the mandate may
not be enforced until it is fully funded; and
3. If a mandate, fully funded initially, is not fully funded over the course of time,
it may not be enforced once the funding is discontinued; and
4. A state agency may not promulgate a rule or take an action that imposes a
mandate unless there is sufficient funding for the mandate; and
WHEREAS, the proposed legislation directs the Legislative Fiscal Bureau to identify all
existing mandates by May 1, 2005; and
WHEREAS, the proposed legislation directs the Joint Survey Committee to submit
legislation repealing all mandates to each house of the Legislature by August 1, 2005;
and
WHEREAS, any mandate existing on July 1, 2006, may not be enforced until the
mandate is funded.
THEREFORE, be it resolved by the St. Croix County Board of Supervisors that it
supports Senate Bill 15 and strongly urges the members of the Wisconsin legislature
representing St. Croix County to support Senate Bill 15.
FURTHER, be it resolved that the St. Croix County Clerk is directed to send copies of
this resolution to the members of the Wisconsin legislature representing St. Croix
County, the Wisconsin Counties Association, and to the clerk of each county in
Wisconsin.
