HomeMy WebLinkAboutResolutions 2003 (41) 4 RESOLUTION APPROVING COLLECTIVE BARGAINING AGREEMENT WITH LOCAL 108, LABOR ASSOCIATION OF WISCONSIN Resolution No. 1 7 / (2 d'.3) St. Croix County, Wisconsin WHEREAS, the State of Wisconsin utilizes interest arbitration to resolve all collective bargaining impasses between a county and county employees; WHEREAS, the St. Croix County and Local 108, Labor Association of Wisconsin, were unable to reach agreement on all terms of a collective bargaining agreement; WHEREAS, Arbitrator Jay Grenig recently accepted St. Croix County's final offer on all unresolved issues, thereby incorporating the terms of the final offer into the collective bargaining agreement; and WHEREAS, Wisconsin Statutes requires that all collective bargaining agreements with county employees be approved by the county board of supervisors in open session, THEREFORE, be it resolved by the St. Croix County Board of Supervisors that: 1. The collective bargaining agreement between St. Croix County and Local 108, Labor Association of Wisconsin, representing employees in the Sheriff's Department, for the period January 1, 2003, until December 31, 2004, is hereby approved. 2. All resolutions or parts of resolutions contravening the provisions of this Resolution are hereby repealed. 3. This resolution is effective upon passage. The St. Croix County Board of Supervisors duly adopted this resolution on October 30, 2003. i County Clerk Arbitration Award Between St. Croix County and the Labor Association of Wisconsin (Sheriff's Department) Presented to the St. Croix County Board of Supervisors October 30, 2003 Dates of the Contract: January 1, 2003 through December 31, 2004 Positions Included: All regular employees in the Sheriff's Department in one of the following classifications: Corrections Officer (I, II), Security Officer (I, II), Primary Services Deputy, Process Server, Investigator, Court Officer Keys to the Award: Wage increases, across - the - board, for each classification on the grid as follows -- January 1, 2003 3 percent January 1, 2004 3 percent Health Insurance Premium Payments at 90/10 split -- Employer share of the premium 90 percent -- Employee share of the premium 10 percent (this is an increase from the previous approximate rate split of 96.5/3.5) Modification of contract language to permit the hiring of patrol deputies from both within the ranks and through outside recruitment. Previous to this, a promotion only policy existed which limited the candidate pool to present employees, almost exclusively from the Jailer ranks. Current Membership: 62 members of the Labor Association of Wisconsin Cost of Agreement: 2 year cost = $282,538 2 year percentage increase = 7.21% The cost of the agreement includes the wages and health insurance rates, as bargained. It also includes all roll -up costs associated with the wage settlement such as FICA, withholding, life insurance and disability insurance.
