Enhancement Program

St. Croix County Wisconsin
WHEREAS, the Wisconsin Department of Agriculture, Trade and Consumer Protection (DATCP) has led an effort
with the Wisconsin Department of Natural Resources (DNR), the United States Department of Agriculture (USDA) -Farm
Service Agency, and USDA - Natural Resources Conservation Service to develop Wisconsin's Conservation Reserve
Enhancement Program (CREP); and
WHEREAS, this program is a great opportunity to utilize Federal and State funds to achieve the local, State, and
Federal conservation objectives of improved water quality, soli erosion control, and enhanced wildlife habitat; and
WHEREAS, this program meets the St. Croix County Natural Resource Management plan goals and objectives; and
WHEREAS, counties are expected to be the primary implementing agency of the States portion of CREP; and
WHEREAS, DATCP wishes to enter into an agreement with St Croix County to assist landowners in entering into
either 15 -year contracts or perpetual conservation easements; and
WHEREAS, St. Croix County has been granted the authority to commit up to $750,000 of State and Federally -
appropriated money to enroll eligible lands and practices within the boundaries of St. Croix County into the program.
NOW, THEREFORE BE IT RESOLVED, that the St. Croix County Board of Supervisors authorizes an agreement
with (DATCP) to participate in the Conservation Reserve Enhancement Program, provided that the County receives a waiver
of compliance with the Farmland Preservation program requirements.
BE IT FURTHER RESOLVED, that it is St. Croix County's intent to assign its current State funded Land and Water
Conservation staff to the CREP rogram and remove them from the Farmland Preservation compliance activities.
AND BE IF FURTHER RESOLVED users may be charged a reasonable amount.
