WHEREAS, the Emergency Management/Communication Committee of the St.
Croix County Board of Supervisors has recognized the need for a replacement master
voice logger for the Emergency Communications Facility and has taken proposals for this
piece of equipment, and,
WHEREAS, the Planning/Zoning/Parks Committee of the St. Croix County
Board of Supervisors, through their continuing work on construction of Homestead
Parklands, has taken proposals for Phase #2 improvements at the park, and,
WHEREAS, the St. Croix County Board of Supervisors has previously authorized
these projects through its adoption of the 2002 operating budget, and
WHEREAS, said 2002 operating budget contains provision for funding both of
these items with proceeds received from a State Trust Fund Loan through the Board of
Commissioners of Public Lands, State of Wisconsin.
THEREFORE, be it resolved by the St. Croix County Board of Supervisors that
the St. Croix County Finance Committee be authorized to proceed with application for
the loan in the amount of $44,376 for the voice (audio) logger and $277,793 for Phase #2
improvements at Homestead Parklands, a total of $322,169 with the term of the loan to
be five (5) years at an interest rate not to exceed 4 %.

FORM OF RECORD
The following preamble and resolutions were presented by Supervisor Swenson and
were read to the meeting.
By the provisions of Sec. 67.12(12) of the Wisconsin Statutes, all municipalities may borrow money for
such purposes in the manner prescribed, and,
By the provisions of Chapter 24 of the Wisconsin Statutes, the Board of Commissioners of Public Lands of
Wisconsin is authorized to make loans from the State Trust Funds to municipalities for such purposes.
(Municipality as defined by Sec. 24.60(2) of the Wisconsin Statutes means a town, village, city, county, public
inland lake protection and rehabilitation district, town sanitary district created under Sec. 60.71 or 60.72,
metropolitan sewerage district created under Sec. 66.22 or 66.882, joint sewerage system created under Sec.
144.07(4), school district or technical college district.)
THEREFORE, BE IT RESOLVED, that the County of St. Croix, Wisconsin, borrow from the Trust Funds
of the State of Wisconsin the sum of Three Hundred Twenty-two Thousand One Hundred Sixty-nine Dollars
($322,169.00) for the purpose of purchasing emergency communications system and development of county
park and for no other purpose.
The loan is to be payable within 5 years from the 15th day of March preceding the date the loan is made.
The loan will be repaid in annual installments with interest at the rate of 4.00 percent per annum from the date of
making the loan to the 15th day of March next and thereafter annually as provided by law.
RESOLVED FURTHER, that there shall be raised and there is levied upon all taxable property, within the
County of St Croix, Wisconsin, a direct annual tax for the purpose of paying interest and principal on the loan as
they become due.
RESOLVED FURTHER, that no money obtained by the County of St. Croix by such loan from the state
be applied or paid out for any purpose except purchasing emergency communications system and development
of county park without the consent of the Board of Commissioners of Public Lands.
RESOLVED FURTHER, that in case the Board of Commissioners of Public Lands of Wisconsin agrees to
make the loan, that the chairman and clerk of the County of St. Croix, Wisconsin, are authorized and empowered, in
the name of the county to execute and deliver to the Commission, certificates of indebtedness, in such form as
required by the Commission, for any sum of money that may be loaned to the county pursuant to this resolution.
The chairman and clerk of the county will perform all necessary actions to fully carry out the provisions of Chapter
24 and Sec. 67.12(12), Wisconsin Statutes, and these resolutions.
RESOLVED FURTHER, that this preamble and these resolutions and the aye and no vote by which they
were adopted, be recorded, and that the clerk of this county forwardAhis ceriified record, along with tl.c application
for the loan, to the Board of Commissioners of Public Lands of Wisconsin.

Dear Ms. Nelson:
Thank you for your request for a loan application from the State Trust Fund. The current rates of interest
and maximum loan limits for Trust Fund Loans are:
Term Interest Rate Loan Limits Per Calendar Year
Up to 5 years 4.00%
Over 5 up to 10 years 4.50% Total of all loans - $3,000,000
Over 10 up to 20 years 5.00%
At the present time, funds are available for your project. Interest rates, which are set by the Board of
Commissioners of Public Lands, are subject to change. However, once a loan is approved at a certain rate
of interest, that rate remains for the duration of the loan.
We have enclosed the application form for a State Trust Fund loan and a checklist which should be used
as a guide in submitting your completed application. This application cannot exceed $322,169.00
without prior approval from our office. Our Board has tentatively reserved funds for your project,
therefore, it is imperative that the application be approved by the municipal board and returned to this
office within thirty (30) days of the date of the meeting. If the municipality chooses not to make
application, the blank forms must be returned with a letter of explanation.

RESOLUTION SUPPORTING COOPERATIVE SERVICE AGREEMENTS

St. Croix County, Wisconsin
WHEREAS, county governments in Wisconsin have long been leaders in providing cost
effective services to their residents; and
WHEREAS, today's economic conditions make efforts by local governments to
maximize the use of public funds an even greater priority; and
WHEREAS, counties should explore opportunities to collaborate on providing services
with other counties or other organizations, public and private, where allowed by law; and
WHEREAS, St. Croix County wishes to enter into discussions enabling consideration of
such efforts; and
WHEREAS, Pierce County and Dunn County have expressed a similar interest;
THEREFORE, be it resolved by the St. Croix County Board of Supervisors that the Chair
of the Board of Supervisors and the Administrative Coordinator are hereby authorized and
encouraged to meet with representatives of other units of government or private sector
organizations to explore means by which public services can be delivered by more cooperative,
cost effective means.
