ENACT LEGISLATION ESTABLISHING FEES FOR
COURTHOUSE SECURITY

ST. CROIX COUNTY, WISCONSIN
WHEREAS, security in government buildings is more important than ever; and
WHEREAS, St. Croix County is looking at ways to fund additional court facility security
in the St. Croix County Government Center to further comply with Wisconsin Supreme
Court Rule 70.39; and
WHEREAS, other states such as Texas, Illinois, and Iowa have established or are in the
process of establishing a fee to persons filing civil actions and an assessment against
defendants convicted of crimes to help pay for "courthouse" security; and
WHEREAS, the Texas Code of Criminal Procedure Article 102.017 provides that
defendants convicted of a felony pay a $5 security fee as a court cost and a misdemeanor
offender pay a $3 security fee; such fees are used for security services for court buildings,
including x -ray machines, metal detectors, electronic locking systems, security personnel,
alarms, bulletproof glass, etc.; and
WHEREAS, the State of Illinois has established a $15 security fee per action to be used
for similar purposes; and
WHEREAS, such a fee would enable Wisconsin counties to provide or enhance security
in their buildings without a general tax levy.
THEREFORE, be it resolved that the St. Croix County Board of Supervisors encourages
the State legislature and Governor to enact legislation that would allow an additional
court cost to be used to establish security in court facilities.
FURTHER, be it resolved that this resolution be sent to all St. Croix County State
legislators, Governor McCallum, all Wisconsin County Sheriffs, Clerks of Court and
County Clerks, the Wisconsin Sheriff's and Deputy Sheriff's Association, the Wisconsin
Counties Association, and the Wisconsin Towns Association.
