EMERGENCY COMMUNICATIONS COMMITTEES
RESOLUTION NO. / 5' (2002)
ST. CROIX COUNTY, WISCONSIN
WHEREAS, the St. Croix County Board of Supervisors has an Emergency Management
Committee and an Emergency Communications Committee; and
WHEREAS, because the two committees oversee functions and deal with issues that
overlap, the majority of the members of each committee recommend consolidating the
two committees into one and calling it the Emergency Management and Communications
Committee; and
WHEREAS, the two committees also recommend that the Emergency Management and
Communications Committee be composed of 5 County Board Supervisors, retaining the
County Board Chair as one of the members, and 4 ex officio, non - voting members from
emergency response service organizations serving St. Croix County — one representative
from each of the Sheriffs Department, an EMS unit, a fire department and another local
law enforcement agency; and
WHEREAS, at the present time 3 supervisors are members of both committees, and both
committees recommend that the 7 supervisors comprising the two committees serve as
the Emergency Management and Communications Committee during this transition
period until the new committee is appointed in April, 2004; and
WHEREAS, the Administration Committee has reviewed this request; and
WHEREAS, it is recommended that the Emergency Management and Communications
Committee would act as the emergency management committee required under
Wisconsin Statutes sec. 166.03(4)(c); and
WHEREAS, every county is required by Wisconsin Statutes sec. 59.54(8) to create a
local emergency planning committee (LEPC) to comply with the Comprehensive
Environmental Response, Compensation and Liability Act (CERCLA), the federal statute
through which the U.S. Congress established the Environmental Protection Agency's
(EPA) hazardous substance release reporting and cleanup program, known as the
"Superfund" program (42 USC 11000 — 11050), (The Superfund Amendments and
Reauthorizations Act of 1986 (SARA) amended CERCLA and created new, free - standing
statutes); and
WHEREAS, the LEPC must include, at a minimum, at least one representative from each
of the following groups or organizations: Group 1 — elected state and local officials;
Group 2 - law enforcement, civil defense, firefighting, first aid, health, local

environmental, hospital, and transportation personnel; Group 3 - broadcast and print
media; Group 4 - community groups; and Group 5 - owners and operators of facilities
subject to the requirements of CERCLA; and
WHEREAS, under Wisconsin Statutes sec. 59.54(8), the county board shall control all
expenditures by the LEPC; and
WHEREAS, it is recommended that the Emergency Management and Communications
Committee constitute the membership of the LEPC from Group 1, and further that one or
more elected state officials be invited to be a member of the LEPC; and
WHEREAS, it is recommended that the Emergency Management and Communications
Committee prepare and supervise the annual LEPC budget; and
WHEREAS, it is recommended that the Emergency Management and Communications
Committee description in the County Board Rules and By -Laws read: Responsible for
completing, reviewing, updating and implementing an emergency management program
consistent with the State emergency management plan. Responsible for developing and
maintaining an operating plan and procedures for an integrated and coordinated public
safety communications system, overseeing a central communications facility and
performing other related duties required by state law. Constitutes elected state and local
officials component of the local emergency planning committee (LEPC) required by the
federal "Superfund" law and Wisconsin Statutes sec. 59.54(8). Responsible for
presenting and supervising an annual budget to the LEPC. Responsible for policy
direction of the Emergency Management Department and the Emergency
Communications Department.
THEREFORE, be it resolved by the St. Croix Board of Supervisors that:
1. The Emergency Management Committee and the Emergency
Communications Committee be merged and be called the Emergency
Management and Communications Committee.
2. The Emergency Management and Communications Committee will be an
appointed committee consisting of 5 members who shall be supervisors, one
of which shall be the County Board Chair, and 4 ex officio, non - voting
members from emergency response service organizations serving St. Croix
County - one representative from each of the Sheriff's Department, an EMS
unit, a fire department and another local law enforcement agency.
3. The Emergency Management and Communications Committee will act as the
emergency management committee required under Wisconsin Statutes sec.
166.03(4)(c).
4. The Emergency Management and Communications Committee will constitute
the membership of the LEPC from Group 1, elected state and local officials,

and one or more elected state officials will be invited to also be Group 1
members.
5. At least one additional member shall be chosen for the LEPC from each of the
following groups or organizations: Group 2 - law enforcement, civil defense,
firefighting, first aid, health, local environmental, hospital, and transportation
personnel; Group 3 - broadcast and print media; Group 4 - community groups;
and Group 5 - owners and operators of facilities subject to the requirements of
CERCLA.
6. The Emergency Management and Communications Committee's description
in the County Board Rules and By -Laws shall be: Responsible for
completing, reviewing, updating and implementing an emergency
management program consistent with the State emergency management plan.
Responsible for developing and maintaining an operating plan and procedures

overseeing a central communications facility and performing other related

7. The County Clerk and the Corporation Counsel shall update the County Board
Rules and By -Laws in conformance with this resolution.
