Resolution No. 3 (a a o I)
St. Croix County, Wisconsin
WHEREAS, the St. Croix County Nursing Home has since 1993 funded its
operation without County levy dollars; and
WHEREAS, Medicaid and Medicare funding has become inadequate; and
WHEREAS, the Nursing Home is presently unable to fund operations without
County levy dollars, and is uncertain of future revenues; and
WHEREAS, it is in the best interests of the County to evaluate the Nursing Home
operation and establish a plan for its future, utilizing the services of a consultant expert in
the field of nursing homes; and
WHEREAS, the factors to be considered in the evaluation are:
1. - Determination of number of beds given demographics, staffing shortages, and
elimination of area hospital swing -bed units;
2. Any expected increase in Medicare funding, Medicaid funding, and ITP funding in
the next biennium and its effect on the County levy, and incentives such as more
private rooms; and
3. The feasibility of housing on the grounds by either. (a) remodeling the "'74
building;" or (b) new construction and remodeling the "'82 building" to eliminate
environmental issues and create a more home -like atmosphere;
4. If housing is an option, what kind and size [Community Based Residential Facilities
(CBRF), Residential Care Apartment Complex (RCAC), or both] and at what point
would revenues exceed expenditures;
5. Should St. Croix County construct and own new facilities or should a private entity
build and own on land donated by the County,
6. Assessment of St. Croix County clients for possible placement in the new housing;
7. Potential for other revenue such as adult day care, senior meal site, and an Alzheimers
unit on the ground floor;
8. The impact on the County if the Nursing Home were closed;
9. Review of the Nursing Home mission statement; and
10. Effect of operating the Nursing Home like a business; and
WHEREAS, the County should establish a "steering committee" to oversee the
project, members appointed by the County Board Chair, consisting of two supervisors
from the Finance Committee, two members of the Health and Human Services Board,
and one.sttpervisorat- large; and
' WHEREAS, the steering committee would be authorized to negotiate an
agreement With l a consult* for a report and recommendations based upon the above
factors at a cost not to exceed $55,000.
THEREFORE, be it resolved by the St. Croix County Board of Supervisors that
the St. Croix County Nursing Home operation be evaluated, a steering committee be
appointed, and a contract be negotiated with a consultant, all in accordance with the
provisions of this resolution set out above.
