RESOLUTION REQUESTING REINSTATEMENT OF POSITIONS
IN THE UNIVERSITY OF WISCONSIN- EXTENSION
SOLID AND HAZARDOUS WASTE EDUCATION CENTER
RESOLUTION NO. 3 4 (. o)
St. Croix County, Wisconsin
WHEREAS, Governor Scott McCallum vetoed a portion of the State Budget Bill, and
this veto eliminated four recycling positions in the University of Wisconsin- Extension Solid
and Hazardous Waste Education Center (SHWEC); and
WHEREAS, this veto does not affect the State budget as the Landfill Tipping Fee
contained in the budget provides the funds to support the Center; and
WHEREAS, the Solid and Hazardous Waste Education Center has provided research,
information and education that supports numerous St. Croix County industries, businesses,
municipalities and citizens; and
WHEREAS, the Solid and Hazardous Waste Education Center has provided
continuing and direct educational support to the St. Croix County Recycling Program in many
initiatives, including: recycling education, support in administering Clean Sweep programs,
assistance in solid waste and recycling program planning and management, and routine
education through newsletters and brochures; and
WHEREAS, clients throughout Wisconsin will lose the valuable technical and
educational support provided by these unbiased, non - regulatory experts.
THEREFORE, BE IT RESOLVED, that the St. Croix County Board of Supervisors
does hereby request the State Legislature and the Governor to reinstate these positions in the
Solid and Hazardous Waste Education Center of the University of Wisconsin- Extension.

SUBJECT: Resolution on University of Wisconsin - Extension Recycling Positions
Attached for your consideration at the November 27th County Board meeting is a resolution
requesting the reinstatement of four recycling positions in the Solid and Hazardous Waste
Education Center of University of Wisconsin - Extension. The positions were eliminated by partial
veto of the 2001 -2003 State Budget. They are funded out of segregated recycling funds, so the
reinstatement of these positions will not affect the State's current budget problems. These positions
have been one of the most valuable functions funded with the State's portion of the recycling funds
that support our local recycling programs and businesses with information, education and technical
assistance.
Legislation has just been introduced to make this change. Assembly Bill 636 would not only
provide the funding for these positions but also for related University research. Senator Sheila
Harsdorf is one of 31 bipartisan cosponsors. This resolution would add our local support for AB
636.
The Resource and Education Committee sponsored the resolution. The Planning Department and
Extension Office jointly drafted it with review by Corporation Counsel.
