HEALTH AND HUMAN SERVICES /PUBLIC HEALTH AGENT STATUS

WHEREAS, the St. Croix County Department of Health and Human Services
(SCCDHHS) is responsible to insure the public health of the county under Chapter 251.05; and
WHEREAS, the Wisconsin Department of Health and Family Services (DHFS) has
diminished resources to service the county's growing needs; and
WHEREAS, the number of facilities in St. Croix County subject to regulation has grown
to 286 in 2001; and
WHEREAS, Wisconsin Chapter 254.69 grants DHFS the authority to designate a local
health department as its agent transferring the authority to issue permits, collect permit fees and
make inspections and investigations of restaurants, temporary restaurants, hotels, bed and
breakfasts, tourist rooming houses, campgrounds and camping resorts, public swimming pools,
recreational and educational camps, vending machines and vending machine commissary, and
tattoo and body piercing establishments; and
WHEREAS, if granted the authority to function as an agent of the state, SCCDHHS
would recruit a Registered Sanitarian (non -union pay grade 7, $38,105 to $50,960 /year), with fees
assessed to licensed facilities supporting the costs of the program; now
THEREFORE, be it resolved by the St. Croix County Department of Health and Human
Services Committee that the SCCDHHS will proceed with local development of Agent Status
effective January 1, 2002 and will contract with the State of Wisconsin under Wisconsin statute
254.69, assuming authority effective July 1, 2002.
