FOR RENOVATION AND REDEVELOPMENT OF ST. CROIX COUNTY PARK
FACILITIES AT GLEN HILLS, PINE LAKE AND TROY BEACH

St. Croix County, Wisconsin
WHEREAS, public parks promote the public health, comfort, convenience and welfare; and
WHEREAS, St. Croix County continues to provide outdoor recreational opportunities to
promote the well -being of individuals and families, improve the attractiveness of the county and
contribute to the social and economic health of the county and its communities; and
WHEREAS, Glen Hills, Pine Lake and Troy Beach are important resources used by the
public for recreation and enjoyment of natural beauty; and
WHEREAS, St. Croix County has operated these three park facilities for close to 30 years
as recreational opportunities for County residents; and
WHEREAS, the St. Croix County Outdoor Recreation Plan identifies the need to renovate
and improve the County Parks; and
WHEREAS, financial aid is needed to renovate and redevelop Glen Hills, Pine Lake and
Troy Beach for public recreation; and
WHEREAS, St. Croix County is qualified to carry out the responsibilities of this project;
and
WHEREAS, St. Croix County desires to apply to the Department of Natural Resources for
50 percent matching grants under the Land and Water Conservation Fund, the Local and Urban
Park Aids and the Stewardship program; and
WHEREAS, St. Croix County waudget a sum sufficient to complete the project in the
2001 budget for project completion in 2001 and 2002.
THEREFORE, BE IT RESOLVED that the St. Croix County Board of Supervisors hereby
requests the funds and assistance available from the Wisconsin Department of Natural Resources
under the Land and Water Conservation Fund, the Local and Urban Park Aids and the Stewardship
program; and
BE IT FURTHER RESOLVED that the St. Croix County Board of Supervisors hereby
authorizes County Planning Director David Fodroczi, acting under the direction of the Planning,
Zoning and Parks Committee, to: submit an application to the State of Wisconsin for financial aid
for lake protection and park development purposes; sign documents; and take necessary action to
undertake, direct and complete an approved project.
BE IT FURTHER RESOLVED that St. Croix County will comply with state and federal
rules for the programs; may perform force account work; will meet the financial obligations under
the grant; will maintain the completed project in an attractive, inviting and safe manner; will keep
the facilities open to the general public during reasonable hours consistent with the type of facility;
and will obtain written approval from the State of Wisconsin Department of Natural Resources or
the National Park Service before any change is made in the use of the project site.
