AND AFSCME, HEALTH CENTER UNION

St. Croix County, Wisconsin
WHEREAS, St. Croix County representatives have negotiated a wage agreement with
AFSCME Health Center Union for the years 2000 through 2002; and
WHEREAS, all the terms of the labor agreement in effect for 1997 through 1999 remain
in effect except as modified by the attachment to this resolution; and
WHEREAS, the Personnel Committee recommends approval of the wage agreement; and
WHEREAS, other matters remain to be negotiated.
THEREFORE, be it resolved by the St. Croix County Board of Supervisors that the labor
agreement for 2000 through 2002 between St. Croix County and AFSCME Health Center Union
is approved.

These wage proposals are made with the understanding that they are non - precedential and cannot
be used for comparison purposes within other County unions.
The wage grid would take effect on the 1" of January, 2000 for all employees of the nursing
home that are on the active payroll at the time of contract ratification by the County and the
Union.
2.) Eliminate all incentive pay plans; replace with the following premium pay:
an additional $2.00 per hour for all time worked from 2:30 p.m. Friday through 11 p.m.

Sunday. The payment of the $2.00 is for all union positions who meet the criteria and
would be paid retroactively to January 1, 2000.
—for clarification purposes, the following shift differentials would continue:
shift B for CNAs and LPNs, $.50 per hour; for all other support staff, $.15 per
hour
shift C for CNAs, $.50 per hour; for LPNs, $.75 per hour; for all other support
staff, $.15 per hour
3.) Employees who work the holiday designated as Easter will receive holiday pay for all
hours worked..
4.) Employees carrying a minimum of 120 hours (full -time) or 72 hours (part-time) in their
PTO account can receive a second cash conversion of up to 48 hours (full -time) or 24
hours (part-time) on or about July 1 of each year. The buy -out would be for hours
worked over and above the 120/72 minimums. Payout would be based upon the rate of
pay paid to the employee as of June 30. The "white pages "regular payout as noted in the
joint contract would follow the procedures as outlined therein.
