OF STATE RIGHTS -OF -WAY

WHEREAS, clearing highway rights -of -way of tall grass, hazardous trees, and brush will
improve visibility for motorists, reduce the possibility of accidents, and improve safety for
drivers, passengers, and pedestrians; and
WHEREAS, accidents involving deer, turkey, and other wildlife, which account for over
50% of all accidents, will be reduced if there is less cover for those animals in close proximity to
state highways; and
WHEREAS, mowing after the effective date of July 31 of any given year will ensure a
reasonable nesting period for song birds; and
WHEREAS, cutting grass and brush on a regular basis is more cost effective than cutting
large trees, and
WHEREAS, mowing helps control noxious weeds, including those that must be
controlled under state law; and
WHEREAS, the current state practice of mowing only 15 feet of the right -of -way on
either side of the roadway shoulders on state highways does not adequately address these
concerns;
NOW, THERE, BE IT RESOLVED that the St. Croix County Transportation Committee
encourages the state to mow, remove hazardous trees and clear brush in applicable areas on a
defined rotational program developed by District Staff and County Personnel to a minimum of
the "clear zone" width, along all state trunk highways in the County. A copy of this resolution
shall be sent to the Secretary of Transportation, Deputy Secretary of Transportation, District 6

Operations, and state legislators.
