CROIX COUNTY HIGHWAY DEPARTMENT Resolution No. a 3 (a a St. Croix County, Wisconsin WHEREAS, the St. Croix County Highway Department presently employs one Patrol Superintendent; and WHEREAS, the Highway Committee would like to create an Assistant Patrol Superintendent position to provide 24 hour road coverage; and WHEREAS, the Highway Committee would like to implement this position on October 1, 2000 to provide adequate training prior to the winter driving season; and WHEREAS, this position is eligible for approval under exception 1 of the Resolution Freezing Requests for Additional Positions for the Year 2000, a copy of which is attached; and WHEREAS, the compensation and duties of the Assistant Patrol Superintendent are described on the attachment prepared by the Personnel Department; and WHEREAS, the Highway Committee and the Personnel Committee recommend approval of the position. THEREFORE, be it resolved that the permanent, full -time position described on the attachment is approved. Offered by the Highway Committee on August 15, 2000. Nelson, St. Croix County Clerk RESOLUTION FREEZING REQUESTS FOR ADDITIONAL POSITIONS FOR THE YEAR 2000 Resolution No. 1 q (rq St. Croix County, Wisconsin WHEREAS, the annual budget process provides County departments the mechanism for requesting new positions; and WHEREAS, requests for new positions outside the budget process are strongly disfavored; however predicting the future is an inexact undertaking; and WHEREAS, the Finance Committee and Personnel Committee recommend a freeze on requests for new or upgraded positions for the year 2000, except as set out below, as one way to achieve the County Board's goal of holding down property taxes of St. Croix County residents, to maintain the integrity of the County budget process, to emphasize the need for departments to plan for future needs, and to reduce reliance on the contingency fund. THEREFORE, be it resolved by the St. Croix County Board of Supervisors that a freeze is hereby imposed on any requests for new or upgraded positions for the year 2000 after the County Board adopts the budget for the year 2000, unless the position: (1) is funded from a source other than property taxes; (2) produces revenue; (3) becomes necessary as a result of a department /office reorganization; (4) becomes a substantial necessity as a result of unforseen circumstances. Nelson, St. Croix County Clerk NEW POSITION REQUEST, 2000 The following position has been approved by the Highway, Personnel, and Finance Committees to be implemented as of October 1, 2000. There is no financial impact to the budget for the implementing of this job. Department: Highway Position: Assistant Patrol Superintendent (Assistant Operations Supervisor) Estimated Cost: $57,287 annualized cost; October through December, 2000 cost is $14,321. Comments: Funded through various revenues (state, township, municipal); no increase to the County property tax levy; start date of 10/01/00 This position would be included as a regular full -time position in the 2001 budget. 16 -20Q0) ta ,1° e - at Sup e« 'er d'ed- " COUNTY HIGHWAY ASSISTANT GENERAL STATEMENT OF DUTIES: Plans and organizes the day-to-day activities of various County Highway Department employees in coordination with the Patrol Superintendent and does related work as required. DISTINGUISHING FEATURES OF THE CLASS: The employee in this position is responsible for the planning and organization of maintenance, repair and construction projects and for the clay-to-day direction of various Highway Department employees. Supervision is exercised over a staff, which includes supervisors, foremen, and skilled, semi - skilled and unskilled trades persons and laborers. Instructions are received in general form from the Highway Commissioner with specific instructions from the Highway Patrol Superintendent. The employee in this position must exercise considerable judgement and discretion in accomplishing departmental objectives. EXAMPLES OF WORK: (Illustrative only) Coordinates road maintenance activities such as road construction, resurfacing, drainage, grading, bridge construction and repair, landscaping, marking and signs - Supervises snow and ice removal activities on County Trunk, State highways, Town Roads and City Streets. Ability to access and utilize computerized records and reports relative to the Wisconsin Weather System - Patrols County and State sections for the determination of a road repair program - Reports County road conditions and documents information for storm reports to the State Department of Transportation District Office in Eau Claire in coordination with the Patrol Superintendent - Handies emergency calls and complaints concerning road conditions - Provides machinery and crews for township work as requested by town chairmen for snow and ice removal, grading, ditch improvement projects and other work in coordination with the Patrol Superintendent - Makes reports on work distribution, labor and material costs and work accomplished - Trains, evaluates and advises employees, inspects work projects as required - Checks dairy time cards and submits same to the office for processing as directed by Patrol Superintendent - Assists in reviewing all billings and state requisition for thoroughness and completeness Good ability to monitor budget items and plan activities to correspond with budgeted projects - Assists in development of machinery specifications and assists in machinery management decisions - Assists in vehicle maintenance activities and assists in vehicle maintenance decisions - Must attend various meetings at the request of the Patrol Superintendent and Highway Commissioner - Performs other work as required REQUIRED KNOWLEDGE, SKILLS AND ABILITIES: Thorough knowledge of road and bridge maintenance and repair procedures and equipment; thorough knowledge of the practices and procedures of the St. Croix County Highway Department; good knowledge of effective supervisory principles and practices; good knowledge of the hazards and safety precautions of the work and of methods for promoting safety among employees; ability to effectively plan, assign and supervise the work of large numbers of employees and to obtain efficient results; ability to get along with others; dependability and thoroughness. Ability to maintain an on call status nights and weekends in cooperation with the Patrol Superintendent. ACCEPTABLE EXPERIENCE AND TRAINING: Considerable experience in road and maintenance work and prior experience in a supervisory role and completion of a standard high school course, preferably supplemented by course work in engineering or any equivalent combination of experience and training which provides the required knowledge, skills and abilities. ADDITIONAL REQUIREMENTS: Possession of a valid motor vehicle operators license issued by the State of Wisconsin, CDL with endorsements preferable.
