WHEREAS, St. Croix County representatives have negotiated a labor agreement with
LAW for the years 2000 through 2002; and
WHEREAS, all the terms of the labor agreement in effect for 1997 through 1999 become
the terms of the agreement for 2000 through 2002, except as modified by the attachment to this
resolution; and
WHEREAS, the Personnel Committee recommends approval of the agreement.
THEREFORE, be it resolved by the St. Croix County Board of Supervisors that the labor
agreement for 2000 through 2002 between St. Croix County and LAW is approved.

STIPULATION OF TENTATIVE AGREEMENTS
BETWEEN ST. CROIX COUNTY AND LAW
Approved by the Personnel Committee July 17, 2000; County Board Review August 15, 2000
1.) Change all date references to reflect a three -year contract, 2000 through 2002.
2.) Article 6, Work Week — Call -in Pay— Overtime, Section 1 (B): Revise as follows:
Investigators: Investigators shall work flexible shifts depending on work load on the
basis of a forty (40) hour work week. Current Investigators work on a Monday through
Friday schedule with rotating weekends off. Investigators hired into that position after
June 1, 2000 may be assigned a Tuesday through Saturday schedule with rotating
weekends.
Revise third sentence to read as follows: On -call hours from 6 p.m. Friday through
midnight Sunday (54 hours total; 46 hours total when a regular Saturday shift is filled)
shall be compensated at $2.00 per hour, in addition to all other compensation. When an
Investigator is regularly scheduled for Saturdays, s /he will begin his /her shift with on -call
hours at 6 p.m. Friday.
3.) Article 6 —Work Week — Call -in Pay— Overtime, Section 1 (B): Create a fifth sentence to
read as follows: The on -call investigator shall be permitted to use the County vehicle
during all hours the investigator is on call.
4.) Article 8— Grievance — Resolution of Disputes, Section 5 (1): Instead of changing the
article, add a Sideletter to read as follows: The current three arbitrators are Houlihan,
McLaughlin, and Greco. In the event one party or the other wishes to delete one of these
three from the list, it shall do so by contacting the other party and suggesting alternative
names. When the parties agree on a replacement, the Sideletter shall be amended.
5.) Article 12— Funeral Leave, Section 3: Revise "Spouse ", "Mother ", "Father ", and "Child"
to read "up to five (5) days ". This includes "step" parents and children. Revise
"Daughter -in- Law ", and "Son -in -Law" to read "up to three (3) days ".
6.) Article 13— Clothing Allowance: Revise last sentence to read as follows: Investigators
shall be granted a clothing allowance of $275.00 per year for 2000; $300.00 for 2001 and
$325.00 for 2002; payable in two (2) installments annually, in lieu of uniform
maintenance.
7.) Delete in its entirety: Letter of Understanding— Incumbent Court Officer.
8.) Delete in its entirety: Sideletter Agreement Between St. Croix County and LAW for the
Contract Period 1997, 1998, 1999 (Regarding scheduled holidays)
9.) Extend the Sideletter Agreement Between St. Croix County and LAW for the Contract
Period 1997, 1998, 1999 (Regarding Huber Officer shift), making the contract period
2000, 2001, and 2002.
10.) Sideletter agreement that holiday pay and PTO pay shall be made in separate checks to
the employees.
11.) Exhibit B, Qualifications Necessary to Apply paragraph: Revise to read as follows:
Applicants for a Patrol Officer or Security Officer II position must have a minimum of
one (1) year of continuous service...(reflects change from 2 or 3 years)
Agreement that the Sheriff's management staff and the bargaining team designees will
meet to revise the language regarding the performance evaluation portion of the selection
criteria to permit union input.
12.) Sideletter agreement that the Sheriff's administration will assign Field Training Officers
to assist new corrections officers and road deputies with training and orientation.
Additional compensation of $1.50 per hour will be provided to the FTO during training
times. Employees in the classifications will be permitted to sign a posting for FTO
positions and a management evaluation process will make the selection and provide for
appropriate FTO training opportunities.
13.) Change the wage grid to reflect that the classification of Security Officer II will be placed
in the same pay range and granted the same posting rights as the Primary Services Deputy
and Process Server. On a non - precedential basis, the Incumbent will move to the four -
year level of the new wage grid as of 01-01-00 and proceed to years 5 and 6 on 01 -01 -01
and 01 -01 -02 respectively.
14.) Increase all wages by 3% effective January 1, 2000; 3% effective January 1, 2001; 3%
effective January 1, 2002; 1% effective July 1, 2002..
15.) Health insurance language as it exists in contract, with changes listed below to take effect
on 01- 01 -01.
Change in pharmaceuticals as follows:
- -$5.00 generic drugs
— $10.00 brand name drugs or combinations
(no charge for mail -in prescriptions)
Change in office calls to a $10.00 co -pay; there will be a $200 annual maximum co -pay
per policy for office calls.
Change in emergency room co -pay to $50.00.
No change in existing policy for nervous, mental, drug, or alcohol treatment, but with the
understanding that should the County pursue other health insurance carriers /options, the
new policy would include State of Wisconsin mandated minimum annual benefits for
Nervous, Mental, Drug, and Alcohol treatment
16.) Grid adjustments as follows:
01 -01 -00 $0.25 for Security Officer I, Corrections Officer I, Corrections Officer II
01 -01 -00 $0.35 for Security Officer II, Process Server, Primary Services Deputy
01 -01 -00 $0.50 for Court Officer, Investigator
01 -01 -01 $0.25 for Security Officer I, Corrections Officer I, Corrections Officer II
01 -01 -01 $0.35 for Security Officer II, Process Server, Primary Services Deputy
01 -01 -01 $0.50 for Court Officer, Investigator
