RESOLUTION APPROVING LABOR AGREEMENT BETWEEN ST. CROIX COUNTY
AND THE AFSCME HEALTH CENTER UNION FOR 2000 - 2002

WHEREAS, St. Croix County representatives have negotiated a labor agreement with the
AFSCME Health Center Union for the years 2000 through 2002; and
WHEREAS, all the terms of the labor agreement in effect for 1997 through 1999 become
the terms of the agreement for 2000 through 2002, except as modified by the attachment to this
resolution; and
WHEREAS, the Personnel Committee recommends approval of the agreement.
THEREFORE, be it resolved by the St. Croix County Board of Supervisors that the labor
agreement for 2000 through 2002 between St. Croix County and the AFSCME Health Center
Union is approved.

STIPULATION OF TENTATIVE AGREEMENTS BETWEEN
ST. CROIX COUNTY AND AFSCME, HEALTH CENTER UNION
Approved by the Personnel Committee 08- 07 -00; County Board Review 08 -15 -00
1.) Contract to reflect a contract term of January 1, 2000 through December 31, 2002.
Change all contract dates to reflect 2000 -2002
2.) Article 3, Grievance Procedure, Section 3.02 (a) —all written grievances shall be
numbered. The number of the grievance shall be assigned by the Personnel Department
and need not be included on the original filing if it will delay the process.
3.) Article 11, Bereavement Leave, Section 11.03— revise spouse, child, and step child to read
up to five (5) days. Revise daughter and son -in -law to read up to three (3) days.
4.) Article 18, Mileage and Travel Expenses, Section 18.01 — Employees are reimbursed for
authorized travel expenses incurred when conducting official County business. Mileage
reimbursement corresponds with the rate used by the IRS for tax purposes. Delete next
line. Travel expenses are paid as outlined in the County's Personnel Manual.
5.) Article 23, Duration, Section 23.01 —This agreement, inclusive of the foregoing Articles
and subsequent appendix and exhibits, shall be binding and in full force and effect from
January 1, 2000 through December 31, 2002.
Paragraph 3— Either party desiring to negotiate over changes for a successor labor
agreement shall submit its proposed changes by no later than September 1, 2002.
6.) Article 14, Health Insurance, Section 14.02, Contribution Rates — Effective November,
1999, full -time employees working an average of thirty -five (35) or more hours per week
will pay $64.76 per month toward the applicable health insurance premium for the PPO
plan and $82.66 per month toward the applicable health insurance premium for the
standard plan. Effective on the first of the month following ratification of the 2000 -2002
contract, the County agrees to pay up to $566.50 per month toward the applicable health
insurance premium plus assume ninety percent (90 %) of any health insurance premium
over $566.50 in the years 2000, 2001, and 2002. The Employee agrees to assume ten
percent (10 %) of any health insurance premium above $566.50 per month in the years
2000, 2001, and 2002. This is applicable to all health insurance plans offered by the
County. At the termination of the contract, the cost of any health insurance increases will
be equally split between the parties until a successor agreement is reached.
A successor agreement may include terms to provide for retroactive payment of
insurance contributions. The County may, at its option, decide not to withhold payment
for the premiums. No employee shall make any claims against the County for additional
compensation in lieu of his/her cost of coverage because s /he does not qualify for the

family plan.
7.) Effective January 1, 2001, in lieu of the existing drug co -pay, the following employee
drug co -pays will be implemented:
Pharmaceuticals: $10.00 per regular prescription
$ 5.00 per generic prescription
$ -0- per mail -in prescription
Effective January 1, 2001, the following co -pays will be implemented:
Office Calls $10.00
Emergency room (when not admitted) $50.00
There will be a $200 annual maximum co -pay per policy for office visits.
Effective January 1, 2001, the County health insurance policy will reflect the state of
Wisconsin mandated benefits for mental, nervous, drug, and alcohol treatment. Currently
those mandates are:
$7000 per member inpatient
$2000 per member outpatient
$3,000 per member transitional
8.) Health Center (Nursing Home) Union members will be permitted to participate in the
County's 125 Plan (cafeteria plan) effective on or about 01/01/01.
9.) Health Center (Nursing Home) Union members will be permitted to participate in a
voluntary direct deposit program with their bi- weekly paychecks. This will be
implemented as soon as possible after ratification of the contract.
10.) The Health Center (Nursing Home) Union agrees to drop all pending health insurance
grievances.
