NURSING HOME TO COVER INCREASES IN 2000 WAGES, SALARIES AND FRINGE BENEFITS

WHEREAS, the Department of Health and Human Services and the Nursing Home were directed to
complete their 2000 budgets using 1999 wages, salaries, and fringe benefits; and
WHEREAS, the St. Croix County Board of Supervisors on May 16, 2000 unanimously approved a portion
of the Nursing Home Union labor agreement authorizing retroactive wage increases to January 1, 2000 for union
employees at a cost of $393,534.19; and
WHEREAS, Nursing Home non -union wages, salaries, and fringe benefits increased $130,830.13,
amounting to a total increase of $524,364.32; and
WHEREAS, Department of Health & Human Services non -union wages, salaries, and fringe benefits were
increased twice for 2000; and
WHEREAS, Department of Health & Human Services union wages have not been finally determined but
are projected to increase; and
WHEREAS, the increase in Department of Health and Human Services non -union wages, salaries and
fringe benefits and projected union wages, salaries, and fringe benefits are estimated to be $446,004.00; and
WHEREAS, the Department of Health and Human Services and the Nursing Home are in need of
supplemental funding to cover these increases; and
WHEREAS, pursuant to Wisconsin Statutes section 65.90 (5)(b), the Finance Committee has authorized
the transfer of $446,004.00 from the contingency fund to the Department of Health and Human Services for its
increases; and
WHEREAS, pursuant to Wisconsin Statutes section 65.90(5)(a), the Board of Supervisors, by a two- thirds
vote of the entire membership of the Board (21 votes), may authorize the transfer of funds from the general fund to
the Nursing Home for its increases.
THEREFORE, be it resolved that the St. Croix County Board of Supervisors authorizes the transfer of
$524,364.00 from the general fund to the Nursing Home to cover 2000 wage, salary, and fringe benefits increases.
