HomeMy WebLinkAboutResolutions 2000 (32) =m.o. b« ' RESOLUTION ADOPTING A COUNTY LIBRARY PLAN Resolution No. 3 ,, Cod ) St. Croix County, Wisconsin WHEREAS, Wisconsin Statutes section 43.15 requires county membership in a federated library system in order for municipal libraries located within the County to be members of a federated library system; and WHEREAS, the municipal libraries in St. Croix County are and want to continue to be members of the Indianhead Federated Library System; and WHEREAS, county membership in a federated library system requires a "county library plan;" and WHEREAS, recent changes in the provision of library services by St. Croix County and in state law made it advisable to update the current "St. Croix County Plan of Library Service," a copy of which is attached. THEREFORE, be it resolved that the St. Croix County Board of Supervisors hereby adopts the attached "St. Croix County Plan of Library Service." CROIX COUNTY PLAN OF LIBRARY SERVICE Introduction The municipalities of Baldwin, Deer Park, Glenwood City, Hammond, Hudson, New Richmond, River Falls, Roberts, Somerset and Woodville provide service to all residents of St. Croix County. Funding for the libraries is provided by the municipalities, St. Croix County, and the State of Wisconsin. II. Mission Statement It is the goal of St. Croix County to have the municipal libraries of the County, and the municipal libraries in the County have agreed to, cooperatively provide equitable library service to all County residents. They shall collect and disseminate all kinds of informational, educational, recreational, and cultural materials including non -print resources, with free access for all people. St. Croix County's role is primarily to provide funding to the libraries. III. Background St. Croix County has been a member of the Indianhead Federated Library System (IFLS) since 1978. By virtue of the County's population, St. Croix County has two representatives on the IFLS board of trustees, each serving a three -year term. These positions have regularly been filled with a member of the County Board of Supervisors and a citizen -at- large. Each of the ten municipal libraries is reimbursed by the County for rural resident usage. Reimbursement is required by statute. St. Croix County librarians meet monthly (with the exception of June and July) to discuss County -wide service and ways to improve it. The librarians are proactive in determining community needs and addressing them as well as acting upon suggestions for service changes. The librarians are committed to sharing resources and cooperative planning to provide optimum value from tax dollars. IV. Statutory Requirements 1. Wisconsin Statutes section 43.12 provides that, by March 1 of each year, the County shall pay to each municipal library in the County an amount that is equal to at least 70% of the amount computed by multiplying the number of loans reported under par. 2 by the amount that results from dividing the total operational expenditures of the library during the calendar year for which the number of loans are reported, not including capital expenditures or expenditures of federal funds, by the total number of loans of material made by the library during the calendar year for which the loans are reported. 2. By July 1 of each year, each municipal library lying in whole or in part in the County shall provide a statement to the County Clerk that reports the number of loans of material made by that library during the prior calendar year to residents of the County who are not residents of a municipality that maintains a library under s. 43.52 or 43.53 and the total number of loans of material made by that library during the previous calendar year. 3. Upon request of the County Clerk, a municipal library shall provide access to all books and records used to determine the figure computed under par. 2. 4. St. Croix County will, at a minimum, provide funding as set out above. The funding plan will be determined as part of the County's annual budget. V. The Municipal Libraries A. Services The municipal libraries in St. Croix County provide the following services: • Books • Audio books (books on tape) • Videos • Reference services • A/V equipment and software • Programming for children and adults • Magazine and newspaper subscriptions, access to electronic databases • Local history resources • Outreach services • Interlibrary loan • Internet access • Word processing computers • Copy machines • Fax machines (Deer Park, New Richmond, River Falls, Somerset) • Microfilm reader (Baldwin, Hudson, New Richmond) • Meeting room (Baldwin, Deer Park, River Falls) • Continuing education for staff • Annual reports • Friends of the library groups • Tax forms .1 B. Governance of the Municipal Libraries All ten municipal libraries in St. Croix County are governed by municipal library boards which meet regularly and are appointed by their municipality. Rural representatives are appointed in accordance with Wisconsin Statutes 43.60 (3). C. Current Library Usage Statistics for County Residents All St. Croix County libraries maintain detailed circulation statistics which indicate daily circulation by residence, that is, whether each item circulated is checked out by a resident of a municipality with a library or by a resident of a township or community without a library ( "rural" resident). The statistics also include whether the user resides within or without St. Croix County. D. Goals and Objectives of the Municipal Libraries A. Goal: To provide residents of St. Croix County with access to all library services. Objectives: 1. Provide hours of operation and a range of services to encourage significant library usage by all groups in accordance with Wisconsin Department of Public Instruction standards. 2. Continue to provide service to special individuals, childcare centers, nursing homes and group homes, on an individual library basis. 3. Continue to function as individual outlets for IFLS services. 4. Have all libraries provide catalogs and/or referrals to the Books - By -Mail program. 5. Have all libraries provide interlibrary loan services in the manner prescribed by IFLS and follow system guidelines, policies, and procedures. 6. Have all libraries continue to update their holdings on the WISCAT database. 7. Have all libraries participate in the IFLS courier service. 8. Continue access to Dial -A -Story in the River Falls Public Library. • 9. Have all libraries continue to provide reference service. B. Goal: To represent St. Croix County on the IFLS Advisory Council of librarians. Objectives: 1. The designated representative will attend meetings regularly. 2. The designated representative will report to the St. Croix County librarians in a timely manner. C. Goal: To hold regular meetings of the St. Croix County librarians. D. Goal: To make county residents aware of the scope of library service in St. Croix County. Objectives: 1. Publicize library services and programs within each library service area. 2. Promote use of the IFLS web page with links to each library, reference resources, and news. E. Goal: To encourage compliance with the minimum standards of service set by the Department of Public Instruction. F. Goal: Encourage participation in the shared automation system known as MORE (My Online REsource). VI. Implementation Individual libraries in the County will provide the services listed in section V. Reimbursement to the libraries for rural resident library use will be provided by St. Croix County based on verified figures submitted to the Wisconsin Department of Public Instruction. These figures will be taken directly from the Public Library Annual Report that is filed with the Department. A copy of the annual report will also be submitted to the County for review. VII. Evaluation and Revision This plan will be reviewed by the librarians annually at their September meeting.
