Therefore, this notice also serves as notice of'a meeting of'the County Boardfor the purpose of'ohtaining information relaxing to subjects listed above for use at future County Board Meetings. 212412012 MINUTES COMMUNITY DEVELOPMENT COMMITTEE MARCH 1, 2012 CALL TO ORDER: Chair Hermsen called the meeting to order at 4:10 p.m. ROLL CALL - Members Present: Supervisors Steve Hermsen, Sharon Norton- Bauman, Bill Peavey and Richard `Buzz' Marzolf Lorin Sather, Robert Shearer and FSA Representative Edward Sontag were absent and excused. STAFF PRESENT: Ellen Denzer, Bob Heise, Pat Thompson and Monica Lucht. GUESTS: None APPROVAL OF MINUTES OF PREVIOUS MEETING: Motion by Norton - Bauman, 2nd by Peavey approving the minutes of February 2, 2012. Motion carried. BUSINESS ITEMS Wildlife Damage Claim - 2011: Heise reminded the committee of the two damage claims that were brought forth at the last meeting. Now the third and last claim is being presented today. Arteka Nurseries has $14,000 in damages, but will only receive the $10,000 limit. This is the first time the Nursery has enrolled and applied for the Wildlife Damage program. Heise also discussed with the Nursery manager, different abatement options for this year and future years to try and avoid a large claim again. Heise explained that the dollars used in this Wildlife Damage program come from hunting license fees. Peavey questioned why the owner of the Nursery did not sign the claim. Norton- Bauman suggested that no payment be sent until the owner and the Wildlife Damage consultant sign the claim. Motion by Norton- Bauman, 2nd by Marzolf approving the claim with the stipulation that Heise gets the signatures of both the owner and consultant before submitting the claim to the State. Motion carried. Housing & Cultural Resources Elements — Comprehensive Plan: Denzer started with the background information and welcomes any comments, suggestions or changes from the committee. The goals and objectives were drafted by staff with the help of the Regional Planning Commission. Denzer began with the Cultural Resources Element and highlighted points with the committee and asked if there was anything more to add to list. Chair Hermsen thought the list should expand to include logging and mining. The committee provided suggestions that Denzer will incorporate. The document is open for changes until it is adopted. Denzer than moved to the Housing Element of the Comprehensive Plan and reiterated that the committee can make changes, but most of what is already in the plan, along with the detail, has to stay in. The committee provided comments and suggestions, which Denzer will incorporate by the next committee meeting for final review. ANNOUNCEMENTS AND CORRESPONDENCE: Denzer announced that City of New Richmond and the Town of Star Prairie have reached the point where they will hold a public hearing on their boundary agreement. There will a serious of three meetings at the Star Prairie Town hall starting on March 25 with an open house 1:00 to 3:00 p.m., then another open house on March 27 4:30 to 6:00 p.m. followed by the public hearing at 6:30 p.m. The only baring it should have is that the area of the boundary agreement should be taken out of all County authority, as if it is incorporated. Sanitary authority remains with the County, but zoning should be under city authority along with subdivisions, but the agreement is not written that way. Denzer encouraged the committee to attend.
