The submittal has been CONDITIONALLY APPROVED. The owner, as defined in chapter 101.01(10), Wisconsin Statutes, is responsible for compliance with all code requirements. The following conditions shall be met during construction or installation and prior to occupancy or use: 1. Approval is hereby granted pursuant to s. Comm 85.60(2), Wis. Adm. Code, to estimate the depth to seasonal soil saturation based on an interpretive determination process. Approval of the interpretive determination negates the requirement in s. Comm 85.30(2)(b), Wis. Adm. Code to designate the ground surface as the highest level of soil saturation when redoximorphic features are less than 4 inches below the bottom of the A horizon. 2. The estimated highest level of prolonged soil saturation approved under this determination is six inches below grade. At least 30 inches of sand lift on top of six inches of unsaturated, in-situ soil is required for adequate treatment and dispersal. 3. The basal soil application rate for the mound shall be 0.20 gpd/sf, and the linear loading rate 4.5 gpd/ft. 4. Chisel plowing to a depth of> 12 inches immediately prior to sand placement is required to improve vertical water movement into the soil solum. 5, Landscaping up slope of the mound shall be incorporated into the POWTS design to prevent surface water from concentrating along the up slope edge of the mound and to divert surface water drainage away from the system. The soil tester recommends side slopes of 1:4 to help increase overall basal area. 6. This approval shall remain valid unless the site is altered in such a way that the depth to soil saturation would change or if saturated conditions are observed for seven consecutive days at depths less than 3 feet below the infiltrative surface of the POWTS distribution component. 7. This approval in no way relinquishes the use of color patterns to estimate the depth to high groundwater on any other parcels or portions of parcels. T~ MARY JO HOLLISTER Page 2 6126/2007 i 8. A copy of this approval letter and attachments must accompany the mound system design for this site for purposes of plan approval and sanitary permit issuance. If the Interpretive Determination Report was accompanied with a plan and an expiration date is shown on this letter, the expiration date only applies to the plans for the design, not to the decision on the Interpretive Determination Report. A copy of the approved plans, specifications and this letter shall be on-site during construction and open to inspection by authorized representatives of the Department, which may include local inspectors. If plan index sheets were submitted. in lieu of additional full plansets, a copy of this approval letter and index sheet shall be attached to plans that correspond with the copy on file with the Department. INTRODUCTION On April 27, 2007, three site and soil evaluations were completed by this Certified Soil Tester to complete an Interpretive Determination Report on this site. Owner, Harvey Hielkema had four site and soil evaluations completed in the fall of 2006 on this 53 acre parcel. See Preliminary Plan. Apparently, these tests were approved for A+4 sites. (No paperwork was available to this soil tester.) Preliminary borings by this soil tester concluded that sites for 3 additional lots did not have A+4 conditions that is required per the State of Wisconsin, Department of Commerce regulations. This report is required to determine the suitability for installation of a private on-site wastewater treatment system (POWTS) in lieu of groundwater monitoring. On site by Leroy Jansky was completed May 29, 2007 with recommendation to move site 3 to the south due to disturbance of area that was tested by machinery used to log the woods. New site and soil evaluation has been completed on June 2, 2007 and submitted as part of this report. 11. PREPARATION OF REPORT This report is being prepared according to the standards set forth by Comm 85.60(2) of the Wisconsin Administrative Code and a guideline prepared by Leroy Jansky called "Preparing the Interpretive Determination Report. " Ill. REQUIRED INFORMATION A. Three Soil Evaluation Reports have been conducted according to Comm 85.40 and are attached as part of this report. B. Local Hydrology 1. Surface Water: no ponding appears to take place on the site based on the slope of the land and vegetation. The tested area is at the shoulder of the slope with a slight convex and 1-4 percent slope. 2. Subsurface Water: some rainfall leaves the site and some is absorbed into the A horizon. The silt loam texture within the A horizon has good structure with root and worm action taking place. The subsoil has a higher clay content and a weaker structure which tends to hold more water due to the evidence of redoximorphic features which varies from 6 to 9 inches. 3. Soil Saturation - soil appears to become saturated under Page 2 - Hielkema, Harvey the A horizon due to evidence of redoximorphic features. Water was observed at the potential lots 1 and 2 at boring 2 in horizon 4 at 14" at the time the test was conducted. Two previously dug borings located to the northeast of this site and at a lower elevation had water at 7". They were observed two days later and no water was evident. 4. Surface Water Elevations - this area is within the Lower Chippewa River Basin. There is surface waters approximately 4 1/a miles of the proposed sites. See the attached map from the U.S. Geological Survey. Carr Creek is located approximately 1 mile to the west and flows at a southwesternly direction. A small drainageway to Carr Creek flows westernly across the north part of the site within the road right-of-way. Hydrophytic vegetation was observed in that area. C. Geomorphology 1. Parent Material - The parent material is loess over sandy loam glacial till. 2. Landform Type - The proposed system is in a deep layer of loess over glacial deposits. D. Landscape Position and Local Topography - The proposed system is located in the middle of the landscape and on the shoulder of the area. The shape of the slope is linear and convex to a minimum degree. The ground surface elevation is at 1200 feet mean sea level with lower elevation all around the site. See attached USGS Topographic Map. E. Soil Series and Mapping Units - The Soil Survey of St. Croix County has the area mapped as a Freeon Series. This soil tester encountered the conditions similar. Blacker A horizon was encounter due to higher organic matter in the wooded area. The typical profile per the Soil Survey is (in a cultivated area): 0-8", very dark grayish brown, friable, moderate structured silt Loam 8-11 brown, very friable, moderate structured silt loam 11-18, brown, friable, moderate structured heavier silt loam 18-23, dark brown, friable moderate structured loam with Strong brown mottles The series is described as moderately well drained soils on gently sloping areas on low ridges and foot slopes of ground moraines. Permeability is moderate and water capacity is high. F. Field Observations - the proposed site is wooded and has r i Page 3 - Hielkema, Harvey been for many years. Recently it has been logged for the larger trees. The soils identified were similar to the Freeon Series except redoximorphic features were under the A horizon estimating high ground water to be a 7 to 8 inches. Two borings were observed on April 25th with water at 7". Two days later there was no water in the borings. No redoximorphic features were observed in the A horizon. Water was observed in one pit/boring that was completed by this soil tester at 14". G. Comparative Analysis - All soil borings had low and high redoximorphic conditions under the A horizon varying from few to many and faint to distinctive. Some borings had 1-2" under the A horizon with no redoximorphic features which helps verify that there are no redoximorphic features in the top 6". The prolonged saturation does occur at 7". There is no prolonged saturation for more than 7 consecutive days within the top 6". H. Government Reports and Comments - This soil tester had an approved interpretive determination report on property located 1 %i miles to the west in 2005 on property owned by Kenneth Graf. The soils were more like the Santiago series, but Freeon silt loams were adjacent. There are new and replacement mound systems within the area. IV. Conclusion and Recommendations - the site is suitable for a POWTS as evidenced by the redoximorphic conditions described above. There appears to be no evidence of hydric soils or hydrophytic vegetation. Most of the surface water leaves the site due to the position in the landscape. There is a slope to the site of 1-4% and no surface ponding anywhere. No prolonged saturation occurs within the top 6" as evidenced by tack of the redoximorphic features. 1. The sand fill shalt be 2.50' of ASTM C-33 code required. 2. The systems shall be as long and narrow as possible. 3. Plow depth should be the maximum required depth of 12 inches during dry soil conditions so there is no chance of soil smearing. 4. The system loading rate to be 0.2 GPD/ft2. Page 4 - Hielkema, Harvey 5. Construct the toe area of the mound system at a 1:4 ratio instead of the required 1:3 to increase absorption area. The State of Wisconsin, Department of Commerce will review the site and report to make a final approval.
