RESPONSIBLE UNITS TO ASSESS SPECIAL CHARGES ON PROPERTY TAX
BILLS TO SUPPORT RECYCLING PROGRAMS
RESOLUTION NO. a
WHEREAS, St. Croix County serves as a responsible unit for recycling under
Chapter 287 of the Wisconsin Statues; and
WHEREAS, recycling services, like waste disposal services, should be charged to
individual residences and commercial establishments on a uniform basis; and
WHEREAS, a cost effective and efficient manner of generating necessary
revenue to finance recycling costs is to assess a special charge on property tax bills; and
WHEREAS, under current law, only cities, villages and towns have the authority
to assess special charges; and
WHEREAS, amending state law to allow county responsible units to assess
special charges on property tax bills whose sole purpose is supporting recycling programs
would result in increased efficiencies for county responsible units.
NOW, THEREFORE BE IT RESOLVED the St. Croix County Board of
Supervisors strongly supports legislation permitting county responsible units to assess
special charges on property tax bills to support recycling programs.
BE IT FURTHER RESOLVED that the County Clerk provide copies of this
resolution to Area Legislators, Governor Tommy Thompson and the Wisconsin Counties
Association.
