St. Croix County, Wisconsin
WHEREAS, Wisconsin has a unique State - County partnership that
has long been recognized for providing quality health, safety, and human
services; and,
WHEREAS, this partnership reflects our long held belief that
decisions are best made at the most local level possible; and,
WHEREAS, as when counties agreed to provide services for the
State, it was with the understanding that the State would fund an average of
80% of the cost; and,
WHEREAS, as today counties are levying more property taxes for
state mandated programs than the State is contributing; and,
WHEREAS, as the 1999 - 2001 State Budget freezes our revenues
and takes no steps to reverse the tax shift from the State to the counties;
NOW, THEREFORE, BE IT RESOLVED by the St. Croix
County Board of Supervisors that the under- funding of Community Aids,

Youth Aids, the Court System, and Transportation Aids must be corrected
in the 1999 - 2001 State Biannual Budget; and,
BE IT FURTHER RESOLVED that the partnership between
counties and the State must be reaffirmed so we can all work together to
serve our common constituents.
