RESOLUTION #
WHEREAS, the St. Croix County Department of Health and Human Services (DHHS)
has administered the Home Health Program, dating back to 1967, and
WHEREAS, Home Health services include a variety of nursing and medical
services, enabling residents of St. Croix County to receive care in their own
home, and
WHEREAS, The Home Health patient "census" has dropped in the past one and a
half years from an average of approximately 80 to a current census of
approximately 50, this drop is due to the development of hospital -based home
care programs in St. Croix County, resulting in fewer referrals, and
WHEREAS, recent changes in Medicare funding resulted in losses in 1998 of
over $91,000 and projected losses in 1999 in excess of $140,000 with no
evidence of fiscal relief in 2000 -2001, and
WHEREAS, the DHHS has operated its programs with no increase in County
allocation over the past several years, the DHHS committee is forced to
recommend closing the Home Health Program.
NOW, THEREFORE, BE IT RESOLVED that the St. Croix County Department of Health
and Human Services close the Home Health Program effective November 1, 1999
with program intake terminated on August 1, 1999.
BE IT FURTHER RESOLVED that the Department notify existing clients of this
closure and provide them with referral information.
BE IT FURTHER RESOLVED that a copy of this resolution be sent to the
Governor, U. S. Senator Russell Feingold, all elected State representatives
from this area, the Secretary of the Department of Health and Family
Services, and the Wisconsin Counties
� Association.
This resolution is approved on the 'a d day of June, 1999, by the St. Croix
County Board of Supervisors.
