FOR PROGRAMS TO REDUCE RECIDIVISM

WHEREAS, the St. Croix County Jail provides telephones for long distance calls by
inmates incarcerated in the jail; and
WHEREAS, the St. Croix County Jail has a contract with Ameritech to provide long
distance access to the jail and in return Ameritech gives St. Croix County a ten percent
commission on all calls made; and
WHEREAS, currently the money received from inmate phone usage is placed in the
General Fund; and
WHEREAS, the Public Protection Committee, wishes to reduce recidivism by inmates by
providing an assortment of inmate programs and services such as GED classes, anger
management, job skills and resume writing classes and parenting/life skills classes; and
WHEREAS, the Public Protection Committee requests that the commission on long
distance phone calls be placed into the St. Croix Inmate Jail Trust Account, a non - lapsing
account, to be used to offer inmates programs and services to reduce recidivism.
THEREFORE, BE IT RESOLVED that the St. Croix County Board of Supervisors
authorizes that all revenue received from inmate phone usage be placed into the St. Croix County
Inmate Jail Trust Account to be used to offer inmates programs and services to reduce recidivism.
