RESOLUTION TO ADOPT THE LAND MANAGEMENT PLAN FOR HOMESTEAD
PARKLANDS ON PERCH LAKE AND AMEND THE ST. CROIX COUNTY OUTDOOR
RECREATION PLAN

WHEREAS, public parks promote the public health, comfort, convenience and welfare; and
WHEREAS, St. Croix County continues to provide outdoor recreation to promote the well-
being of individuals and families, improve the attractiveness of the county and contribute to the
social and economic health of the county and its communities; and
WHEREAS, the St. Croix County Outdoor Recreation Plan identifies the need to expand
the County Parks system with an additional park facility in the western end of the County with an
emphasis on fishing access and open space to meet the needs of the County's growing population;
and
WHEREAS, the St. Croix County Outdoor Recreation Plan specifically states that resources
like Perch and Bass lakes should be maintained for the public and land should be acquired for day -
use parks with hiking, fishing, boating, swimming, picnicking, cross - country skiing, etc.; and
WHEREAS, St. Croix County acquired Homestead Parklands on Perch Lake with the intent
of protecting the exceptionally clean, clear water, abundant fishery and sensitive landscape and
providing recreational opportunities to County resident; and
WHEREAS, the Planning, Zoning and Parks Committee has been evaluating funding
options, including grant assistance from the Department of Natural Resources, and has determined
that an amendment to the St. Croix County Outdoor Recreation Plan is required to obtain funding
assistance; and
WHEREAS, the Planning, Zoning and Parks Committee, working with County and
professional staff, citizens and organizations, has prepared a Land Management Plan for Homestead
Parklands; and
WHEREAS, the County desires to apply to the Department of Natural Resources for
matching grants under the Lakes Management Protection Grant Program, Watershed Protection
Program, Land and Water Conservation Fund, the Local and Urban Park Aids and the Stewardship
program; and
WHEREAS, ss 59.69(3), Wisconsin Statutes, authorizes counties to prepare and adopt a
County Development Plan under the County's Planning and Zoning Authority; and
WHEREAS, the St. Croix County Outdoor Recreation Plan is an element of the County
Development Plan;
NOW THEREFORE, BE IT RESOLVED that the St. Croix County Board of Supervisors
hereby adopts the Land Management Plan for Homestead Parklands on Perch Lake; and
BE IT FURTHER RESOLVED that the St. Croix County Board of Supervisors, pursuant to
s.59.69(3), Wisconsin Statutes, amends the St. Croix County Outdoor Recreation Plan to include
the Land Management Plan for Homestead Parklands on Perch Lake.
