AND FREEZING REQUESTS FOR ANY ADDITIONAL POSITIONS

WHEREAS, requests for new positions or upgrades have been reviewed by the Personnel
Committee and the Finance Committee; and
WHEREAS, the committees recommend approval of 1 regular full -time Zoning
Technician (Code Enforcement Officer) position for the Zoning Department, Effective April 1,
1999; and
WHEREAS, the committees recommend approval of 1 regular full -time Lead Patrol
Officer position and that this position be covered by the Labor Association of Wisconsin, Local
108 contract effective January 1, 1999.
WHEREAS, the committees recommend approval of 1 regular full -time Child Support
Specialist position for the Child Support Department, effective October 1, 1998. This position
qualifies to begin in 1998 because it produces revenue and resulted from department
reorganization, exceptions to the 1998 new position freeze; and
WHEREAS, the committees recommend upgrading the position of Victim/Witness
Specialist from half -time to a regular full -time position for the District Attorney's office.
WHEREAS, the committees recommend a freeze on any additional requests for new or
upgraded positions for 1999 as one way to achieve the County Board's goal of holding down
property taxes of St. Croix County residents, to honor the budget process requirement of planning
for future position needs, and to maintain proper management of the contingency fund.
THEREFORE, be it resolved by the St. Croix County Board of Supervisors that the
following positions are approved:
1. One regular full -time Zoning Technician (Code Enforcement Officer) effective
April 1, 1999.
2. One regular full -time Lead Patrol Officer position covered by the Labor
Association of Wisconsin, Local 108 contract effective January 1, 1999.
3. One regular full -time Child Support Specialist position, effective October 1, 1998.
4. Upgrade the position of 'Victim/Witness Specialist from half -time to regular full -
time, effective January 1, 1999.

FURTHER, be it resolved that a freeze is hereby imposed on any other requests for new
or upgraded positions for 1999, unless the position is grant - funded from sources other than
property tax dollars, produces revenue, or results from a department/office reorganization, with
the exception of possible Government Center security officer positions.
