PUBLIC HEARING NOTICE
The St. Croix County Board of Adjustment has scheduled a public hearing for Thursday, March 22, 2012, at
8:30 a.m. at the Government Center, 1101 Carmichael Road, Hudson, Wisconsin, to consider the following
requests under the St. Croix County Zoning Ordinance. The Board will view the site in question, after which
the Board will deliberate and vote on the request.
SPECIAL EXCEPTION
1. APPLICANT: Bruce and Mary Monroe
LOCATION: SE 1 /4 of the NW 1 /4 of Section 11, T28N, RI 8W, Town of Kinnickinnic
ADDRESS: 479 Old Cemetery Road, River Falls WI
REQUEST: Special exception for filling and grading an area exceeding 10,000 square feet in the
Ag- Residential and Shoreland District of the Kinnickinnic River in the Town of
Kinnickinnic, pursuant to Section 17.29(2)(d) of the St. Croix County Zoning
Ordinance.
All interested persons are invited to attend said hearing and be heard. Additional information may be obtained
from the St. Croix County Planning and Zoning Department, Hudson, Wisconsin at (715) 386 -4680.

BOARD OF ADJUSTMENT MEETING AND HEARING MINUTES
March 22, 2012
CALL TO ORDER: The meeting was called to order by Chairperson, Clarence (Buck)
Malick at 8:36 a.m.
ROLL CALL — Members Present: David Peterson, and Sue Nelson. Jerry McAllister and
Joe Hurtgen were absent and excused.
STAFF PRESENT: Kevin Grabau, Code Administrator; Alex Blackburn, Zoning Specialist
and Monica Lucht, Recorder.
Staff confirmed to the Board that this was a properly noticed meeting.
DATE OF NEXT MEETING: The next Board of Adjustment meeting is scheduled for
Thursday, April 26, 2012, at 8:30 a.m. in the County Board Room of the Government Center in
Hudson.
ACTION ON PREVIOUS MINUTES: Motion by Malick, 2nd by Peterson approving the
minutes of March 1, 2012. Motion carried.
PUBLIC HEARING
Application #1: Special Exception request for filling and grading greater than 10,000 square
feet in a Shoreland area - Bruce and Mary Monroe, 479 Old Cemetery Road, Town of
Kinnickinnic.
Blackburn presented the application and staff report. Staff is recommending approval with 14
findings and 10 conditions.
Nelson questioned if the Town had responded to this application. Blackburn stated that at the
Town's Plan Commission meeting held on March 21, 2012, they recommended the Town
Board approve the application at their next meeting to be held on April 10, 2012.
Malick asked if anyone would like to speak in favor or opposition of this application.
Matt Hieb, from A/Ca Engineers, spoke in favor stating he would answer any questions the
Board has. He also has no objections to the conditions that staff recommended. Malick
questioned the type of infiltration trench being proposed. Hieb replied it is for better control of
the site, and the owner chose to go with this underground system to collect water from the roof
and part of the driveway. Malick commented that once the trench is complete, an observer
would see a long ditch. Hieb explained the purpose of the ditch is for pretreatment to remove
as much sediment as possible, and extend the life. Over half of the roof water and a portion of
the driveway water will drain to the ditch and go through the infiltration system. It is very low
maintenance and to minimize concerns, a buffer of grass strips and swales are being used.
Malick questioned what indication is given when maintenance is required. Hieb answered that
when the ditch fills with sediment, the buildup can be removed with rakes or shoveled out.
This system is more expensive than a rain garden, but this is the preference of the owner.
Bruce Monroe, applicant, spoke in favor stating he purchased the property approximately four
years ago for the purpose of enjoying the country with its large garden, trees and shrubs. He
assured the board he would be a good steward of the land and hopes to start construction in
early April.
Malick asked Hieb to put together the specifics of maintenance in the Stormwater Plan for the
benefit of future owners.
Malick closed the hearing at 9:00 a.m.
The Board reconvened at 10:05 a.m.
DECISIONS
After reviewing the material in the record, the Board rendered the following decisions:
Application #1: Special Exception request for filling and grading greater than 10,000 square
feet in a Shoreland area - Bruce and Mary Monroe, 479 Old Cemetery Road, Town of
Kinnickinnic.
Motion by Nelson, 2nd by Peterson to approve with 14 findings and 11 conditions.

Chair Malick adjourned the meeting at 10:12 a.m.
