RESOLUTION # ,r 1 (:
WHEREAS, THE State of Wisconsin has not provided county human services
departments with adequate increases in Community Aids funding to keep up with
inflation and growing caseloads, and
WHEREAS, as a result of inadequate Community Aids funding, counties must bear
the increasing burden for unfunded and underfunded state mandates; and
WHEREAS, county overmatch dollars for human services increased by twelve
percent from 1996 to 1997 for a state -wide total in 1997 of $221,838,567; and
WHEREAS, recent Federal cuts to Wisconsin were passed on to the counties,
resulting in an estimated cut to St. Croix County of approximately $59,907;
and
WHEREAS, the gap between state funding and the costs to counties continues to
widen year after year; and
WHEREAS, this gap has resulted in a burden on county property taxpayers who
must make up the difference.
NOW, THEREFORE, BE IT RESOLVED that the St. Croix County Health and Human
Services Board urges the State of Wisconsin to appropriate adequate funding
of the Community Aids allocation commensurate with the annual rate of
inflation.
BE IT FURTHER RESOLVED that a copy of this resolution be sent to the
Governor, all elected state representatives from this area, the Secretary of
the Department of Health and Family Services, and to the Wisconsin Counties
Association.
This resolution is approved on the 24 day of November, 1998, by the St.
Croix County Health and Human Services Board of the St. Croix County Board of
Supervisors.
