FINANCIAL SUPPORT TO RESPONSIBLE UNITS FOR RECYCLING
AFTER 1999

ST. CROIX COUNTY, WISCO IN
WHEREAS, 1989 Wisconsin Act 335 established the current State
of Wisconsin Recycling Law, Chapter 159, Wisconsin Statutes, and
authorized the creation of Responsible Units for Recycling; and
WHEREAS, under this law, the State authorized funding for
Responsible Units for the implementation and operation of the
required recycling programs; and
WHEREAS, the funding comes from a business income tax
surcharge which is legislated to end after 1999; and
WHEREAS, if the State does not 1) extend the business income
tax surcharge beyond 1999 or 2) develop an alternative method of
funding recycling programs, Responsible Units will have to fund
recycling programs entirely from local sources; and
WHEREAS, elimination of State funding would result in the
imposition of an unfunded mandate by the State of Wisconsin on
local units of government; and
NOW, THEREFORE, BE IT RESOLVED by the St. Croix County Board
of Supervisors, meeting in regular session, that the State of
Wisconsin maintain funding for Responsible Units for recycling
after 1999 and for so long as the State imposed ban on the disposal
of common recyclables in state landfills and incinerators remains
in effect;
BE IT FURTHER RESOLVED that the State of Wisconsin should
generate state funding for recycling from revenue sources which are
more directly related to the production and disposal of waste such
as a tipping fee surcharge; and

BE IT FURTHER RESOLVED that the St. Croix County Clerk is
directed to transmit a copy of this resolution to the State Senate,
the State Assembly, the Governor, area legislators, and the
Wisconsin Counties Association.
