COUNTY VETERANS SERVICE OFFICE GRANT FOR 1997 -1999

St. Croix County, Wisconsin
WHEREAS, County Veterans Service Offices, which are required by State law, provide
assistance to veterans by processing claims and providing other services; and
WHEREAS, a substantial amount of this assistance relates to the portfolio of State
benefits administered by the Wisconsin Department of Veterans Affairs (Department); and
WHEREAS, the Department instituted a grant program in 1973 whereby $3,000 was
given to the County Veterans Service Office in any county which employed a full -time Veterans
Service Officer in a fully staffed office, was open during normal county office hours, and
permitted the veterans Service Officer to attend the training conferences and seminars offered in
any year; and
WHEREAS, in 1990 the County Veterans Service Officer Association of Wisconsin and
the Department negotiated an increase in the grant amount to $5,000 for counties meeting the
above - described criteria; and
WHEREAS, the Department has included in its proposed budget for 1997 -1999 a
substantially revised grant program, which awards grants of $8,500, $10,000, $11,500, or
$13,000, depending on county population, and also includes a production incentive award given
to top performing counties; and
WHEREAS, the proposed revisions increase funding for all counties in the grant program
and demonstrate that the State of Wisconsin and its counties can work together to provide quality
assistance to their veterans.
THEREFORE, be it resolved that the St. Croix County Board of Supervisors supports the
County Veterans Service Office grant program revisions contained in the Wisconsin Department
of Veterans Affairs proposed 1997 -1999 budget;
FURTHER, be it resolved that the St. Croix County Board of Supervisors encourages
continued Wisconsin Department of Veterans Affairs support of the County Veterans Service
Offices; and
FURTHER, be it resolved that a copy of this resolution be forwarded to Governor
Tommy Thompson, Department of Veterans Affairs Secretary Raymond G. Boland, Department
of Administration Secretary Mark D. Bugher, State Senator Alice Clausing, State Representatives
Sheila Harsdorf, Robert Dueholm, and Joe Plouff.
