FOR IMPLEMENTATION OF THE SOUTH FORK OF THE HAY RIVER PRIORITY WATERSHED PLAN
RESOLUTION NO. 9 (9'j
ST. CROIX COUNTY, WISCONSIN
WHEREAS, the Dunn, St. Croix, Barron, and Polk County Boards of Supervisors agreed to conduct
a water quality inventory and prepare a water quality plan for the South Fork of the Hay
River, with funds from the Wisconsin Fund Priority Watershed Program; and
WHEREAS, the State Statutes require the creation of a Citizens Advisory Committee, consisting
of local citizens, to provide guidance and direction; and
WHEREAS, a committee was established in the South Fork of the Hay River; and
WHEREAS, this group has actively participated in the inventory process and has developed it's
Plan for implementation; and
WHEREAS, this Plan does not follow a traditional cost sharing approach but creates a
Pollution Reduction Incentive Program to achieve the phosphorus and sediment reduction goals
of the Plan; and
WHEREAS, although the Department of Natural Resources agrees with the principals of the CAC's
approach, they cannot approve the Plan under current Statutory and Administrative Codes; and
WHEREAS, the County Boards and the citizens of their respective counties desire to see the
implementation of the South Fork of the Hay River Priority Watershed, but wholeheartedly
support the CAC's Pollution Reduction Incentive Proposal; and
WHEREAS, implementation of this Plan will require new statutory provisions by the Wisconsin
State Legislature.
NOW THEREFORE BE IT RESOLVED, the St. Croix County Board of Supervisors supports the Citizens
Advisory Committee's Pollution Reduction Incentive Program and requests the Department of
Natural Resources, in conjunction with the other three counties, solicit the Wisconsin State
Legislature to either change the State Statutes to permit the use of this program, or
authorize a pilot project to implement this plan.
BE IT FURTHER RESOLVED, this resolution be forwarded to members of the Wisconsin State
Legislature and George Meyer, Secretary, Wisconsin Department of Natural Resources.
