WITH WESTERN WISCONSIN RECYCLING ASSOCIATION
FOR COUNTY RECYCLING PROGRA M STAFFING

St. Croix County, Wisconsin
WHEREAS, St. Croix County is the Responsible Unit for recycling for 26 municipalities
under the Wisconsin Recycling Law; and
WHEREAS, the County has provided staff services for several required program activities
on behalf of these municipalities; and
WHEREAS, State funding for local recycling programs is scheduled to sunset after the
1999 budget year; and
WHEREAS, the Resource and Education Committee has evaluated several alternatives to
employing permanent County staff for the program; and
WHEREAS, the Committee solicited proposals from other agencies and consultants to
provide staffing for the County Recycling Program; and
WHEREAS, the Committee has received an acceptable, economical and flexible proposal
from the Western Wisconsin Recycling Association to provide staff services for the County
Recycling Program on a time and materials basis not to exceed $38,000 plus expenses;
THEREFORE, BE IT RESOLVED that the Resource and Education Committee is hereby
authorized to enter into a contract for services with the Western Wisconsin Recycling Association
for staff services for the County Recycling Program in an amount not to exceed $38,000 annually
plus reimbursable expenses.
