HomeMy WebLinkAboutResolution 1997 (42) ' AL,L RESOLUTION APPROVING ADDITIONAL JAIL POD CONCEPT Resolution No. St. Croix County, Wisconsin WHEREAS, the Public Protection Committee has held discussions with the United States Immigration and Naturalization Service (INS) about building an addition to the County jail to house additional INS detainees; and WHEREAS, the Public Protection Committee favors building an addition if housing the detainees would generate more revenue than expense (capital and operational); and WHEREAS, the Public Protection Committee Chair presented the concept to the County Finance Committee and asked for a joint session of the two committees to develop a specific financial and operational proposal; and WHEREAS, the Finance Committee concluded that the Board of Supervisors should consider the concept of adding to the jail to house INS detainees before the committees developed a specific proposal; and WHEREAS, the Finance Committee takes no position on the virtue of the concept and recommends that the Board of Supervisors make that determination; and WHEREAS, this resolution is written so that an affirmative vote for the resolution would support the concept of the addition to the jail. THEREFORE, be it resolved by the St. Croix County Board of Supervisors that the concept of an addition to the County jail to house INS detainees, resulting in revenues which exceed expenses (capital and operational), is approved; FURTHER, be it resolved that the Public Protection Committee and Finance Committee jointly develop specific plans and negotiate a proposal with INS, if possible, and present it to the County Board for consideration; FURTHER, be it resolved that this resolution in no way binds the County Board to agree to provide additional jail space for INS detainees. CROIX COUNTY WISCONSIN HIGHWAY DEPARTMENT RESOLUTION SUPPORTING USER FEE INCREASES FOR STATE TRANSPORTATION B GET Resolution No. // d' St. Croix County, Wisconsin WHEREAS, St. Croix County's, as well as all of Wisconsin's, economic well being depends on a high quality, safe and efficient transportation system; and WHEREAS, Wisconsin's transportation infrastructure is currently underfunded to the point that the quality of the system cannot be maintained and existing funding levels are totally inadequate to address emerging transportation needs; and WHEREAS, the inadequacy of existing funding levels has been recognized by numerous organizations, including the Department of Transportation, the Transportation Development Association of Wisconsin, the Wisconsin Legislative Audit Bureau, the Transportation Finance Study Committee, the Wisconsin County Highway Association, and the Wisconsin Counties Association; and WHEREAS, failure to invest in our transportation system will result in a deterioration in the quality of life of our citizens; jeopardize the public safety; create major impediments to the economic growth in the state; and make Wisconsin's businesses and industries less competitive in state, national, and world markets; and WHEREAS, failure to address transportation infrastructure needs in the 1997 -1999 State of Wisconsin Biennial budget will result in higher costs and the need for even more sizable user fee increases in subsequent budgets. NOW, THEREFORE, BE IT RESOLVED that the St. Croix County Board of Supervisors supports the following user fee increases to be devoted to transportation funding: a three (3) cent per gallon increase in the motor fuel tax; a ten dollar increase in the motor vehicle registration fee; and the modification of the gas tax indexing formula to eliminate the consumption factor; and BE IT FURTHER RESOLVED that the St. Croix County Board of Supervisors asks that these revenues be used to meet pressing needs in our transportation system including: rehabilitation, reconstruction and resurfacing of state highways such as STH 35/64 from Houlton to New Richmond, STH 35 from I -94 to River Falls, the Stillwater Bridge approaches in St. Croix County; increase funds for local roads and streets, including returning counties to a 30% share of costs in General Transportation Aids and enhancing the County Highway Improvement Program; and enhancing and improving other modes such as mass transit, intercity bus service, rails, harbors, and aviation. BE IT FURTHER RESOLVED, that a copy of this resolution be forwarded to Governor Tommy G. Thompson, our State Representatives and Senators, Department of Transportation Secretary Charles Thompson and the Wisconsin Counties Association. Dated this day5OMay , 1997 at St. Croix County.
