SALARIES FOR 1997 AND 1998

WHEREAS it is necessary for the County Board of Supervisors to
establish the wage rates of the elected officials prior to the
taking -out of nomination papers and
WHEREAS the Personnel Committee recommends that the salaries of the
County's elected officials be raised by three percent (3 %) for 1997
and three percent (3 %) for 1998, effective January 1 of each year,
THEREFORE be it resolved by the St. Croix County Board of
Supervisors that a three percent (3 %) salary increase for the
County's elected officials in 1997 and 1998, effective January 1 of
each year, is hereby approved; the salaries, the year, and the
office are shown below:

MEMORANDUM

RE: Certification as a Medical Assistance Provider for
Expanded Case Management Services
The St. Croix County Department of Health and Human Services has
been "certified" as a Medical Assistance provider of "case
management" services since 1987. Listed below are the case
management "target populations ", those with an asterisk ( *) are the
new "target populations" we are seeking certification for. By
authorizing our application for certification as a provider to
these new populations, you would be expanding our ability to
collect medical assistance dollars. This would be a flew revenue
for us. While some of these "target populations" may not generate
much revenue for us, we are requesting authority for all groups so
this process doesn't have to be repeated. We anticipate generating
the most revenues from: 1) families with child -at -risk, and 2)
birth -to- three.
On 01/10/96, the Health and Human Services Board voted unanimously
to support the department to pursue certification as a case
management provider to these new target populations:
- - persons who are age 65 or older.
-- persons who have a diagnosis of Alzheimer's Disease or related
dementias
-- physically or sensory disabled
- - developmentally disabled persons
-- chronically mentally ill persons
- - alcoholic and /or drug abusing persons
- - severely emotionally disturbed persons under the age of 21
-- persons diagnosed as having HIV infection*
-- families with child -at -risk*
-- birth -to- three*
-- children with asthma*
- - TB*

Whereas our well-being depends on the production of ample food, fiber and other
products of the soil and
Whereas the q ualit y and q uantit y of these products depends on the conservation,
wise use and proper management of soil and water resources and
Whereas protection of our water from pollution depends on sound conservation
practices and
Whereas conservation districts provide a practical and democratic organization
through which landowners take the initiative to conserve and make proper use of
these resources and
Whereas the conservation movement is carr forward a program of soil and
water conservation in cooperation with numerous partners:
Therefore I, in full appreciation of the value of our soil and water to the public
welfare, and desiring to honor those who protect those resources, do hereb
proclaim April 28 through May 5, 1996

PROCLAMATION
ST. CROIX COUNTY VICTIMS' RIGHTS WEEK
Whereas, one violent crime is committed in America every 17 seconds; and
Whereas, 43.6 million Americans are victimized in the United States each year; and
Whereas, crime victims play an indispensable role in bringing offenders to justice; and
Whereas, law- abiding citizens are no less deserving of justice, rights, resources, restoration
and rehabilitation than the violent offenders who victimize them; and
Whereas, crime victims and their advocates over the past two decades have made
unparalleled progress toward balancing the scales of justice in our criminal justice
system; and
Whereas, the dawning of a new day of victim justice is being heralded across our land by
the strong spirit and commitment of millions of survivors of crime, their families
and advocates who proudly bear the banner of justice; and
Whereas, as a nation devoted to liberty and justice for all, America must increase its efforts
to protect and restore crime victims' rights; and
Whereas, the St. Croix County Victim /Witness Assistance Program is joining forces with
victim service programs, criminal justice officials and concerned citizens
throughout Wisconsin and America to observe National Crime Victims' Rights
Week;
Therefore, be it Resolved, that the St. Croix County Board of Supervisors hereby proclaim the
week of April 21 to 27, 1996 as St. Croix County Crime Victims' Rights Week;
and be it further
Resolved that the St. Croix County Board of Supervisors reaffirms a commitment to
address victims' rights and criminal justice issues during 1996 St. Croix County
Crime Victims' Rights Week and throughout the year.
