HomeMy WebLinkAboutResolutions 1996 (19) RESOLUTION TO EXERCISE OPTIONS TO PURCHASE PROPERTY ON PERCH LAKE FOR A COUNTY PARK AND TO ACCEPT LAND FOR A ROADWAY TO THE FUTURE PARK LAND Resolution No. / / . St. Croix County, Wisconsin WHEREAS, public parks promote the public health, comfort, convenience and welfare; and WHEREAS, the St. Croix County Outdoor Recreation Plan, adopted by the County Board, identifies the need to expand the County Parks system with an additional park facility in the western end of the County with an emphasis on fishing access and open space to meet the needs of the County's growing population; and WHEREAS, the St. Croix County Outdoor Recreation Plan specifically states that resources like Perch Lake should be maintained for the public and land should be acquired for day -use parks with hiking, fishing, boating, swimming, picnicking, cross - country skiing, etc.; and WHEREAS, the St. Croix County Outdoor Recreation Plan proposes that the County acquire lands which are threatened by development and meet environmental protection and recreational needs, based on opportunity, cost and funding resources; and WHEREAS, Perch Lake is one of a limited number of natural lakes in St. Croix County which offers exceptionally clean, clear water, an abundant fishery and outstanding recreational opportunities to residents and visitors; and WHEREAS, Perch Lake is an important resource used by the public for recreation and enjoyment of natural beauty; and WHEREAS, the owners of the property around 2/3 of Perch Lake contacted the St. Croix County Planning, Zoning and Parks Committee and offered to sell their property to the County for a County park; and WHEREAS, that property is presently used as a private park and has been for over 50 years; and WHEREAS, the continued use of that property as a public park would preserve it for future generations and would continue a compatible use; and WHEREAS, the Planning, Zoning and Parks Committee has evaluated the property and feels it would be in the best interest of the residents of St. Croix County to acquire and develop this property for a County Park; and WHEREAS, the Planning, Zoning and Parks Committee has begun to explore funding options, including grant assistance from the Department of Natural Resources, and has secured an appraisal of the property, which is the first step in obtaining funding assistance; and WHEREAS, the Planning, Zoning and Parks Committee obtained a Department of Natural Resources approved appraisal of the property which is acceptable to the County and the property owners; and WHEREAS, the Planning, Zoning and Parks Committee has prepared for the St. Croix County Board of Supervisors a project proposal which includes proposed activities, projected costs and funding sources for a future County Park at Perch Lake; and WHEREAS, the Finance Committee has reviewed the Perch Lake proposal and has taken the position that the project is financially viable if it is done in the proposed phases and with DNR cost - sharing, and that this position is neither an endorsement nor rejection of the proposal; NOW THEREFORE BE IT RESOLVED that the St. Croix County Board of Supervisors approves exercise of the option to purchase 67.05 acres of land from Thomas and Donna Seim and to enter into an Offer to Purchase based on the terms and conditions outlined in the attached Option to Purchase Real Property dated June 24th, 1996; and BE IT FURTHER RESOLVED that the St. Croix County Board of Supervisors also approves exercise of the option to accept the donation of approximately 5 acres of land from Lloyd and June Waldroff and to enter into an agreement based on the terms and conditions outlined in the attached Option to Purchase Real Property for Right -Of -Way dated August 14th, 1996; and BE IT FURTHER RESOLVED that the St. Croix County Board of Supervisors also approves amendment of the St. Croix County Outdoor Recreation Plan and preparation of a Perch Lake Property Management Plan to meet all the Department of Natural Resources grant funding requirements and to be reported to the County Board when completed; and BE IT FURTHER RESOLVED that the St. Croix County Board of Supervisors also authorizes the Planning, Zoning and Parks Committee to apply to the Department of Natural Resources and other funding sources for grant funds, donations, etc. for 50 percent or more funding of the purchase price of the land for a County Park and right -of -way for a road to a County Park at Perch Lake; and BE IT FURTHER RESOLVED that the Planning, Zoning and Parks Committee will obtain at least 50 percent cost sharing for the acquisition of the property and right -of -way from non - county sources, before closing on the property and right -of -way acquisition.
