Resolution No. 20 (96)
St. Croix County, Wisconsin
WHEREAS, St. Croix County has in the past provided library services to County residents
through the St. Croix County Library; and
WHEREAS, the funding of the library service has been provided by a special levy against
towns and villages not providing their own library services; and
WHEREAS, in August, 1996 the Town of Hudson and the Village of North Hudson
adopted resolutions to establish their own library service by contract with the City of Hudson for
use of its library; and
WHEREAS, the actions of the Town of Hudson and Village of North Hudson qualify
them for exemption from the County library service levy, resulting in a loss of about 25% of the
total levy; and
WHEREAS, the Town of Hudson and Village of North Hudson feel that they will receive
a better "return on their investment" by contracting with the City of Hudson than they would
from paying the County levy; and
WHEREAS, it is anticipated that other municipalities will also contract for library services
and exempt themselves from the County library service levy, further reducing the fund and/or
placing a heavier levy burden on the municipalities still paying; and
WHEREAS, it has been determined that direct cash payments to the 10 municipal libraries
in the County may eliminate the withdrawal of municipalities from the County library service
levy by providing a sufficient, consistent amount of money to each library; and
WHEREAS, the direct payment program would eliminate the need for the St. Croix
County Library;
THEREFORE, be it resolved by the St. Croix County Board of Supervisors that:
1. The County library service be established as a direct funding program to the 10
municipal libraries in the County and the St. Croix County Library be eliminated;
2. The mill rate for library funding for 1997 through 2001 shall not be less than the
mill rate of .19469359 per thousand.
3. The levy distribution formula attached hereto be implemented;
4. An ad hoc committee be appointed by the County Finance Committee chairman

to aid all County residents in the transition of the County library service; and
5. The County Board respectfully requests that the Town of Hudson and the Village
of North Hudson rescind their resolutions to be exempt from the County library service levy
established in 1996 to be collected in 1997 since the direct funding program will distribute all
money received to the 10 municipal libraries in the County.
