TRANSPORTATION'BUDGET
ST. CROIX COUNTY
RESOLUTION NO. /S(q5)
WHEREAS, the Governor of the State of Wisconsin has submitted his
proposed 1995 -1997 biennial transportation budget to the Wisconsin
Legislature; and
WHEREAS, this transportation budget represents a significant
increase in biennial funding for transportation systems throughout
the entire state, as compared to the no increase transportation
budget submitted by WISDOT to the Governor in the Fall of 1994; and
WHEREAS, the transportation budget covers cost increases caused by
inflation, federal shortfalls, and rising mandates that would have
left WISDOT $137 million short of maintaining current programs; and
WHEREAS, the transportation budget puts Wisconsin on the path to
begin the staged implementation of Translinks 21; and
WHEREAS, the transportation budget covers critical costs that would
have otherwise been taken from existing programs, resulting in a
negative impact on transportation in the State of Wisconsin; and
WHEREAS, the transportation budget represents an increase in
funding supported by individuals participating in the Translinks 21
planning process; and
WHEREAS, the property tax levy freeze in combination with the
decline in County General Transportation Aids since 1991 has put
St. Croix County in a critical situation with regard to supporting
our County's transportation infrastructure; and
WHEREAS, the transportation budget includes increases to the
General Transportation Aids Program and Local Road Improvement
Program which are crucial to the well being of our County
Transportation System.
NOW THEREFORE BE IT RESOLVED that the St. Croix County
Transportation Committee goes on record supporting the Governor's
transportation budget, especially those increases in funding
critical to St. Croix County's transportation system; and
BE IT FURTHER RESOLVED that a copy of this document be forwarded to
the Governor of the State of Wisconsin, to the Secretary of the
Wisconsin Department of Transportation, to the Secretary of the
Department of Administration, to the Co- Chairs of the Joint Finance
Committee, and to our representatives in the Wisconsin Legislature.
