St. Croix County, Wisconsin
WHEREAS, the request from the Transportation Committee for a
new position titled Highway Design Technician has been reviewed by
the Personnel Committee and Finance Committee; and
WHEREAS, the committees jointly recommend approval of the
position as defined in the attached job description;
NOW THEREFORE BE IT RESOLVED, by the St. Croix County Board of
Supervisors that the position be hereby approved as recommended.

(05.08 -95) COUNTY HIGHWAY DESIGN TECHNICIAN
S,ENERAL STATEMENT OF DUTIES: Provides technical and paraprofessional
services; performs and supervises surveys, design and plan drafting of
various highways and bridge construction project types; does related work as
required and directed by the Highway Commissioner.
pISTINGUSHING FEATURES Of THE CLASS: This is a responsible position
involving the preparation and supervision of construction surveys through
design and the drafting of highway and bridge construction plans to assure
their proper completion. The employee in this classification works under the
direct supervision of the County Highway Engineer, the Highway Commissioner,
as well as other professional /managerial staff at the Department. The
employee is in direct supervision of various individuals during engineering,
design and plan preparation to assist in project development. Must make
comprehensive engineering design decisions in consultation with the County
Highway Engineer and Highway Commissioner which directly affect project
outcome and total project costs.
l+,XAMPLES OF WORK: (Illustrative only) -
Supervises and performs surveys for highway construction, highway design and
plan preparation, makes right - of descriptions, stakes right - of - way;
Assists in maintaining a file of completed construction plans and right -of-
way acquired;
Makes comprehensive determinations relative to design criteria and determines
cost effective changes which enhance project development;
Completes design . and prepares plans for construction of County or Township
highways and bridges to show grade data, right -of -way, curve data,
elevations, and bench marks, topography, property owners, etc., under the
direct supervision of the county Highway Engineer.
Assists in bridge inspection as directed by the Highway Commissioner;
Excellent ability in operating computer aided drafting (CAD) equipment;
Responds to public inquiries and complaints at the direction of the Highway
Commissioner;
Perform duties as assigned and directed by the Highway Commissioner.
REQUIRED SKILLS, KNOWLEDGE ABILITIES: Good knowledge of the principles
and practices of engineering as related to the design and preparation of
plans and. specifications for a wide variety of highway projects; advanced
thorough knowledge of various construction procedures and methods utilized in
all aspects of construction from highway maintenance to bridge construction;
good knowledge of land survey systems, methods and techniques; good knowledge
of the principles, methods and techniques of drafting; proficiency in the use
of CAD equipment; skill in the use of drafting instruments and letter
devices; the ability to perform engineering computations and to make
comprehensive recommendations for the solution or engineering problems; good
engineering judgement; effective communications skills; good ability to
maintain effective working relationships with the staff and the general
public.

EP'TABL.F EXPERIENCE AND TRAINING: Experience in practical engineering
