ST. CROIX COUNTY, WISCONSIN
WHEREAS, General Relief has previously been a mandated service
in every county in Wisconsin in accordance with Wisconsin Statutes
49.02 and
WHEREAS, funding for General Relief is provided by State
General Purpose Revenue (GPR) and county property taxes; and
WHEREAS, the Wisconsin State Legislature approved certain
changes in the Wisconsin Statues relieving the mandate for counties
in providing General Relief; and
WHEREAS, the legislative change regarding General Relief makes
it optional to provide medical and non- medical relief; and
WHEREAS, the Health and Human Services Board has studied the
legislative changes and did resolve at their September 28th , 1995
meeting to limit General Relief to provide medical relief for life
threatening or soon to be life threatening medical conditions or to
enable an individual to return to immediate employment, limited
non - medical relief to those individuals with pending Social
Security Supplemental Income determinations and the homeless to
prevent a threat to their health and safety, and burial benefits to
residents meeting the St. Croix County residency requirements and
the application and financial requirements; and
WHEREAS, the legislative change requires operation of a
General Relief Program to be further approved and authorized by the
County Board of Supervisors.
NOW, THEREFORE, BE IT RESOLVED by the St. Croix County Board
of Supervisors that effective January 1, 1996, the St. Croix Health
and Human Services Board is authorized to operate a General Relief
Program and make application for the State Relief Block Grant. The
General Relief Program shall be limited to the established policy
and procedures of the St. Croix Health and Human Services Board and
Department.
