HomeMy WebLinkAboutResolutions 1995 (40) RESOLUTION TO MODIFY MEDIATION /ARBITRATION PROCESS ( s� WHEREAS, St. Croix County continues to be concerned about the status of labor negotiations as legislated by the state and WHEREAS, St. Croix County feels that its extensive experiences in labor negotiations with five different unions gives it a good perspective on mediation /arbitration issues and WHEREAS, St. Croix County sees a need to modify the process of labor negotiations to resolve contractual issues and WHEREAS, St. Croix County is dedicated to providing on-going public service to its citizenry and an employee strike would not be in the best interest of such public service, AND WHEREAS, St. Croix County believes that the current status of unionized County employees and binding arbitration is not clarified adequately in the statutes and newly adopted legislation, NOW THEREFORE, BE IT RESOLVED, that the St. Croix County Board of Supervisors advocates for a modification of WI Statute 111.70, Municipal Employment Relations, which would provide for the same labor negotiations process as is made available to the state's unionized workforce; Specifically that Counties be governed by statutes similar to: WI Statute 111.86 which provides for grievance arbitration; WI Statute 111.87 which provides for mediation services, but does not give the mediator nor the commission the compulsory power in mediation proceedings; WI Statute 111.88 which provides for fact - finding and recommen- dations, but does not require binding arbitration and permits employer implementation of final contractual proposals, and; WI Statute 111.89 which prohibits strikes.
