Resolution to Maintain the Integrity ' �.
of the Older Americans Act
WHEREAS, the Senior Nutrition Program under Title III of the
Older Americans Act provides meals and other services to older
people at congregate sites and to homebound elderly,
WHEREAS, the Senior Nutrition Program must remain a part of
the Older Americans Act; it is not welfare and should not be
included in welfare reform,
WHEREAS, the current program is not means - tested; it maintains
the dignity of nutritionally at -risk older people by encouraging
participants to contribute according to their ability to pay,
WHEREAS, the Senior Nutrition Program is the first step in long
term care, aimed at avoiding unnecessary and costly
institutionalization,
WHEREAS, the Senior Nutrition Program is time - tested, has broad
community support, and is senior citizen oriented and implemented,
WHEREAS, the Senior Nutrition Program is a successful example
of a low -cost, volunteer -based service,
BE IT THEREFORE RESOLVED that the St. Croix County
Board of Supervisors supports appropriate means to assure that the
integrity of the Older Americans Act is maintained through its
continuation as a categorical program for older Americans and that
it NOT be included in the proposed consolidation of block- granted
entitlement programs.
